He said in an interview Tuesday, that a final report on the issue will be presented to city council by the end of October, as part of his department's five-year capital forecast. Those who fail can attend a writing clinic to improve their performance. In the Faculty of Arts the students must pass the exam before they graduate. The exam consists of a series of questions and a short essay. The failure rate for freshmen students writing the University of Waterloo's En- glish language proficiency examination continues to drop. This year only 12 per cent of the 2,941 students writing the exam failed to pass it, said professor Ken Ledbetter, director of the program. When Ledbetter introduced the program at Waterloo in 1976, there was a 47 per cent failure rate. It has gone down steadily since then. Friday.
