By Philip John-c Chris Jones, chairman of the Waterloo region police commis- sion, says he will resign from the commission rather than be party to the reinstatement of Syd Brown as chief of the region's police force. If Brown were to return to duty, Jones says "the only thing for me to do is leave (the commission)." Jones, a provincial appointee from Cambridge, has decided to break the official silence among commissioners and openly take a stand in opposition to the possibility of Brown's return. In an interview yesterday, he said “I would not be a party to reinstating Brown. Period." And because of his public stand on the issue, the chairman said he couldn‘t work with Brown if he were returned. adding “it would also put IF BROWN RETURNS k GiiiiiyuchhtTediGadiJr'iieiii, When the writ was denied. The court also ordered a new hearing. Jones said “I will pursue all legal means to prevent Mr. Brown retum- ing as chief of police" Brown has been waging a legal bat- tie to get his job back since he was dis- missed almost two years ago on Jan. 3, 1979. The local commission fired him on the basis of a recommendation from the Ontario Police Commission (OPCl. which had conducted an in- quiry into allegations of police brutali- ty and the overall management of the region's force, A series of lengthy and complicated court proceedings followed Brown's firing. Lawyers for Brown and the com- mission went back to court for a clari- fication of that ruling and the court basically reiterated its stand in a Nov. 20. 1979 ruling. Brown was subsequently reinstated to the payroll, but ordered not to per- form any police duties. When the commission then laid plans to conduct its own hearing into Brown's case. the former chieCs lawyers applied for a writ of prohibi- tion to stop the proceedings.
