While many local residents view the heavy traffic flow as dangerous and a depreciating real estate factor, Mr. Thompson sees the 19,000 cars per day as ‘"an acceptable level ... What it means is we‘re getting our money‘s worth."‘ ~To many the proposed University Ave. West extension connecting Erb St. and Hallman Rd. is seen as a viable release for Westmount traffic since both run parallel as north/south thoroughfares. Regional Commissioner of Enâ€" gineering D‘Arcy Dutton claims that construction of the controversial threeâ€"quarter mile stretch of road would have "little or no effect on traffic on Westmount Rd." While it would take about two months to have the Erbâ€"toâ€"Hallman section ready for traffic, the region may disassume responâ€" siblity for the road, despite the fact they have budgeted $250,000 in 1981 for its completion. According to Mr. Dutton. several roads in the region will be subject to assumption or deassumption under the Tranâ€" sportation Plan Review, based on whether they will be needâ€" ed in a oneâ€"toâ€"five year period. Although the University Ave. W. extension is actually a regional road, the engineering commissioner questioned whether it warranted the expendiâ€" ture from a traffic handling standpoint. Motorists will still use Westmount Rd. rather than drive two miles out of their way, he said. ‘‘*You can‘t force a person to not use a road." Mayor Carroll takes the opposite view. "I doubt very much the region will disassume the University Ave. W. exâ€" tension," she said. ‘‘To expect people to go up Erb to Hallâ€" man is a bit ridiculous."‘ The mayor calls the extension the ‘"last link in the Fischerâ€"Haliman corridor plan" and if the region has any ideas about reneging on its construction "they‘re going to have a bigger fight on their hands than they expect ... the city will act." The master traffic control system will probably not be inâ€" stalled to automatically regulate Westmount Rd. traffic lights for another two years, however, Mr. Dutton said that it might be possible for the region to instal a manually conâ€" trolled progression system. It would ensure that motorists who speed would get caught at the next set of lights. If you drive at the speed limit, you hit all the green lights.
