Stating that civic administrat ion is indeed "big business", he related bow in just one night, council approved expenditures of just over five and half million dollars. It is rapidly becoming & fullâ€"time job, particularly the office of mayor. In the meantime, he related, it is still a partâ€"time job demandâ€" ing fullâ€"time devotion. He stated that he had hoped that such a project could have been conducted as a centennial project by the downtown busi nessmen themselves, but indicatâ€" ions are that the initiative will have to come from "city hall". "It is time the city undertook a complete urban renewal study, with the purpose of maintaining our main street focal point," he asserted. He congratulated those mer chants who have already taken steps towards this end â€" but, he stated, the habit or desire of improvement has not taken hold or spread as rapidly as could be hoped for. People don‘t want hish rise next door, but they are essential now, and will become even more essential to our society and way of life." Ald. Ledger stated that great personal concern to himsclf, was the reâ€"development armtd reâ€"vitalk ization of Waterloo‘s main downeâ€" town area. *"I could propose 15 or 20 difâ€" ferent developments, and guarâ€" antee that council would be faced with 15 or 20 delegations â€" each opposing such a develop ment. ° "Its time the government got off its high horse and reviewed and revised many of these outâ€" dated standards, which would have an ‘"immediate" impact on the supply and cost of housing. An area of responsibility affect. ing the citizens, he noted, is in the field of multiple housing. One of the major slowâ€"downs im this development is due mainly to the large number of persons who oppose such a development. He noted also that, those in the $3,000 to $5,000 bracket, the average wage earner, would en joy the privilege of home owner ship, but because of a lack of coâ€" operation, in many field, from theis government, this parti¢ular class of citizens goes without a home. He stated that many of the building byâ€"laws, maintenance and occupancy byâ€"laws, official plans, urban renewal operations, subâ€"division plans, local governâ€" ment structure and operations, assessment, plus masy other fields that are directly or indirâ€" ectly under government control, are outdated and outm«ded. He stated that many times municipalities had approached the provincial .government for assistance in the cost of educa tion, which were ignored. Alleviâ€" ation of this cost is one way the province could help munici palities have money available to bring down the costs of services to the land. done one thing to help the "aver. age" homeowner of today Men‘s Hairstyling and Barber Shop corner of King North & University Street in Waterloo * Free Parking Available * Air Conditioning featuring Scealp Treatments Nearly 10,000 international air aft flew in and out of Rome Airport Is Busy (Continued from Page 2) "Just who does Minister Spoomr INTERNATIONAL (Children Welcome
