The Wateriog Band has not only been a great advertiseâ€" ment and asset for Waterloo, but has given pleasure every year to all our citizens. The music taught to our young people is 2 wonderful thing for our town. The good it does is hard to estimate, but it is great. Music lessons, musical instruments and music have been given to hundreds of our young .people and it has not cost them one cent. The Insurance Companies and Industrial Institutions will pay, through taxes,‘a large part of the money required for the Band. ~ The amount each one will pay through taxes IF the whole $3,000 should be required, is no greater than when the Musical Society was given $2,000 a year, some years ago. This Byâ€"Law will take care of any extra expenditures that may crop ap, doing away with the passing of any similar Byâ€"Law in the future. # I understand that in all likelinood $2,000 will be sufficient to carry on next year, and if no unforeseen expenses are incurred, probably for some years to come. Music and perâ€" sonal instruction _ We have to thank many of our citizens for their generous help in these matâ€" tors. Help has come from many quarters, although their names are net made public. . The Waterloo Musical Society is fully cognizant I The people of this Communilyi should be aware of the fact ‘that: during the past 30 years or more, there has always been a constant training of young people in the study of Band Instruments, mainâ€" ly for the purpose of keeping the Senior Band at full strength. This effort has naturally varied as the reeds required. In the carly days men were ®@nâ€" ported and the quality was not alâ€" ways gratifying. The policy of teaching and training boys has proâ€" ven to be the best method. The Society is now â€" training about 80 boys, giving them cultural aond musical education. (Since the grent has been discontinued, this movement has been supported by private donations). Friday Evening and Sunday Ivening Band Concerts. (Gate reâ€" ccipts at the Sunday Evening Conâ€" corts go. in their entirety, to the support of the Bandmen‘s Sick Beâ€" refit Fund and not to the Society, and this Fund is controlled by the Bandsmen themselves). What Does Band Do For The Town Means of Service Many » and Varied. The answer is "no." The average net profit on the last four Festivals was approximately $700.00. It is an expensive promotion and its greatest asset is the public;;y it #IVOS the Community. No Music estival expects to make money and none do. They are all glad if they break even. There would be no profit on a Band Festival if it were not for _ The book and records of the Soâ€" cety are open for all to see. At every annual meeting, usually in April, a financial statement and auditor‘s report is presented. All accounts must be presented and passed by a regular meeting of the Society before the signing officers may pay any bills. Meetings are beld regularly and all policies perâ€" taining to the activities are properâ€" ly discussed. Bandsmen and students look forward to it from year to year. It is, without a doubt, the largest affair of its kind on this continent. It has been the means of bringing to Waterion outâ€" slanding artists from all parts of the world and their comments re the Band Festtival are most laudiâ€" tory and the envy of all bands and bandmasters. { _ The Ontario Band Tax Law makes it possible for any Band to put this question to the vote of the people. Many towns have taken vavantage of this law and the byâ€" law has been passed in many places. The amounts granted have naturally, varied, some larger than we are asking, and some for smallâ€" er amounts. After all is said and done, it is up to Waterioo ratepayâ€" ersâ€"DO YOU OR DON‘T YOU WANT THE WATERLOO MUâ€" SICAL SOCIETY TO CONTINUE ITS WORK? Vote For Byâ€"Law if You Want The Band The people of Waterloo should be reminded, that in the past, proâ€" minent Citizens of this Communâ€" ity have been very generous with their donations to the Musical Soâ€" ciety. Without this financial aid. the standard of the Band could not have been maintained. Byâ€"Law Necessary For nearly 20 years the Waterloo Musical Society received a grant cf $2,000 annually from the Town. The grant was stopped at the end of March, 1941. Under the Law as it now Stands a bylaw approved by the ratepayers is necessary before a grant may again be made. THE BAND CANNOT OPERâ€" ATE WITHOUT A MUNICIPAL GRANT. THE BYLAW MUST BE PASSED IF THE BAND IS TO CONTINUE. The answer is that the annual exâ€" penditure has been approximately $2,600 each year. The Executive of the Society has stated publicly and repeats, THAT ONLY SUCH FUNDS AS ACTUALLY ARE REâ€" QUIRED WILL BE ASKED FOR. The Waterioo Musical Society will budget each yearâ€"not necessarily ocking for the full amount unless absolutely required.
