The sitting was unimporttant in itself, as no business was done, Several reports and several small accounts were presented and refered to the proper committees, By far the most important of these was a tabulated statement â€" prepared â€" by County Olerk Rutherford on the cost of the indigents in the county. Me was happy to be able to refer to the past season as one of prosperity,. The harvest was a success, and now the farmers were receiving good prices for their grain, There was a few matters which had cropped up since last session. which he would rcfer to their consideration. â€" Some trouble had arisen over a boy who had been sentenced at Markdale to the Induastrial School at Mimico,. _ The cost to the County for his maintenance at this inâ€" stitution wonld amount to $2 a week. He had taken exception to the boys committment as improper and had comâ€" mumcated with Mr, MacKay regarding the matter. As Mr. MacKay had exâ€" pressed the same opinion the County had refused to pay the cost of the boy‘s maintenance. This matiter would come before them for consideration. Since last session a commission from Diyision No. 3 had met with a similar body from Bruce county to confer regarding the construction of a bridge on the boundary of Bentinck. _ A contract had been made and sent to him for his signature. This he had refused to affix to the doeâ€" ument as he did not like to commit the Interesting Report on the Cost of County Indigents. county. â€" The commissioners have since signed it themselyes and they will have to report to you, There was a matlter which will come before the Educational comumittee _ A deputation from Mt. Forest would wait upon thein toâ€"morrow to request a grant from the county in proportion to the number of Grey pupils in attendance at the Mt. Forest High School. As Mt. Forest is outside the county this grant is optional. The! principal charge was that of cattle stealing. An established principie in‘ administering criminal justiee was inâ€" | volved in this case. When property; has been stolen, and within a short| time after the perpetration of the theft it is fund in the possession of a person who can give no satisfactory explanaâ€" | tion how he obtained possession of it, i that is some evidence that the pelson} had obtained it through unla\*.‘lu!i means. â€" There is another matter which shculd be borne in mind. Theft was: commutted only when a person takes the property of another and converts it | to his own use knowing at the same: time that it is the property of another. | If a man, however, takes paoperty beâ€" lieving it to be his own a crime is not committed because there is no evil inâ€" tont. _ It is the intent which constitutes the crime. â€" The learned judge then inâ€" structed the jury how to conduct their investigations, and directed them to make a careful inspection of the jail after they had concluded their regular work. The Fall Assizes opened in O. Sound at 3 o‘clock on Monday before His Lordship Justice Street. Mr. A. G, MacKay is conducting the Crown cases, There are in all eleven cases on the list, of which eight are ciyil suits and three are criminal charges, Treasurer‘s statement of auctioners and pedlars in County ; Report of Mr. A. Gmer, Inspector of Public Schools in East Grey informing the Council that all the schools in the inspectorate under: his charge were in a highly efiiciel‘l“ condition ; circular from the Departâ€" ment of Agriculture asking for infor= mation regarding the roads in the County of Grey ; ccmmunication from the Township of Collingwood asking that the council confirm the Byâ€"Law en closed to permit the Township to open a road on Con,. 11 of the township and. build a bridge across the Beayer l'i\'er;; counter petition from ratepayers in the. township praying the County to withâ€"‘ hold its consent. | After the accounts and communicatâ€" ions had been referred to the proper committees the Council adjourned until 7 p. m. Tuesday, The Finance, Educatâ€" ional and Road and Bridge committees will meet today. The prisoner had ap[.eared{ in Dundalk in August 1896 representâ€" ing himself to be an agent for the: Merchants Collecting and Protective Association of Hamilton, and had inâ€" duced Mr. Geo. Sharpe, alivery keeper in that village, to send a number o(! unpaid accounts to the Hamilton| agencey for collection. In payment for collecting the accounts, Mills was given ‘ a promissory note for $10 with the conâ€" dition attached that the payment was to be taken frem the collections. The offence with which the prisoner is charged is for erasing from the docuâ€" ment this condition, and then discountâ€" ing it as a genuine promissory note at Lucas Bank, Dundnlll)(. In defence the prisoner went into‘ the witness box, and denied having made any erasion. After ths Judge‘s charge the jury reâ€" tired to consider their verdict.
