The estimate of the expenditure on canâ€" | als for last year is based on the approâ€" priation voted for that year, less the amoun ts revoted this year. The upâ€" | shot of the comparison is seen to be that !the Laurier Government have spent | over nine milions of dollars on the enâ€" i largement of the canal system aâ€" lone, while the addition to national | debt in the period covered by these exâ€" | penditares is less than seven million. That looks like the work of a Governâ€" ment of business men working on a business plan." fact. The increase is due to the imâ€" mense development in the trade ot the country. The case is exactly parallel to that of a merchant who finds that at the end ot his business year his profits have increased 25 per cent. over the previous year, the result of a greater volume of trade. No one would claim for a moment in such a case that his inâ€" creased profit was secured by raising the price of his goods. The volume of Another interesting ficton in connecâ€" tion with the financial conditions of the country Js that taxation has been increased, and in proof thereof the fact is pointed to that the Customs Reâ€" venue has increased 25 per cent. in past 3 years, last year‘s figure being 225 000,000 against $20,000, 000 in 1895 â€"96.â€" This increase is not due to inâ€" creased taxation in the shape of higher duties, and the Government‘s financial critics are perfectly well aware of that Fotal. ... .. . . â€"$9,048, 265 "In the same period the net debt of the Dominion has been increased by the following sums: â€" I897 ............ ...« %O0,04L, 100 1898 ................,.. og$t7,802 1899 (estimated) ...... 1,500,00} "Since the Liberals came to power the following amounts haye been exâ€" pended on improvements of the canals of the Dominion, the sums being chargeâ€" able to capital account:â€" I89%..... .......... ;. s@o041,016 I8U8...........««. ....+«. madr, 440 1899(estimated) _...... 3,500,000 The following statement of fact with reference to the much discussed quesâ€" tion of the public debt is from The Monâ€" treal Herald and should be carefully studied by all who are honestly desip. ous ot understanding the truath:â€" Public Debt and Taxation. Hastaxation increased FROM OTTAWA. trade of the Dominion has increased by | tens of millions of dollars until last year the imports were â€" $152,000,000 as l against â€"©118.000,000 in â€"1896. The simple fact is that the duty upon those I imports, taking them all round, has deâ€" creased, for had the rate of taxation l which prevailed in 1896 been in operâ€" ation last year, the Customs receipts | would have amounted to #27,785, 600, or nearly three millions dollare more | than the actual receipts, which is irreâ€" | futable evidence that the tax upon the : people had been cut down rather than mereased; in fact Foster‘s own resolâ€" ‘ution, submitted to the House on proâ€" i rogation day, admitted that the rate | had been reduced from 18.28 to 16.57. A Protectionist Fallacy. One other point is worth noting with regard to this increased volume of imâ€" ports. It has always been a favorite # contention with the ultraâ€"protectionist, . © that an increase in imports mnst necâ€" \essarily be detrimental to home indusâ€" tries, indeed it is uponthat fallacy that | the whole theory of protection is conâ€"| | structed; but a complete answer was | given to this by experience of the past{ three years. This tremendous increase | . of $44,000,000 has been coâ€"incident| ! with a deyelopment of home industries | | unequalled in the history of the Domâ€" | inion. New factories have been springâ€"| | ing up on all hands, those already in | ;existence have been increasing their, ' capacity, skilled and unskilled labor 'is more and more in demand, wages( | hayve been going up in every direction | ! and the masses ot the people hayve more ‘ hnoney to spend than ever they hadl before. These are facts which require no statistical â€" demonstration. They} are proved by the parsonal cxperiencel of the people,â€" the only kind of proot'l which will always be accepted as con: | blasive and satisfactory. The Silly Season. \_The lack of live political topies which always marks the period imâ€" ‘ mediately following the close of a parliamentary session is responsible ‘tor a variety of silly paragraphs which, while they may lack the element of originality, serve to fill space and arouse a passing interest of a mild kind. Foremost among these are the guesses as to when a general election is to be expected, and as their is nothing detfinite to base calealations upon, the conclusions arrived at neâ€" cessarily vary. _ Certain Opposition papers at first announced, with a great show of confidence, that there was no question an election would be *‘‘sprung upon the country " this fall, but »s the weeks go by and the usual signs of battle fail to materialize, they are becoming much less confident and are now explaining why the Governâ€" ment is not carrying out plans which as a matter of fact were never in conâ€" templation. Our anxious Opposition friends may possess their souls in patience. _ The general clection will come in good time, and when it does come, it will be all too soon for the peace of mind of those who have been so busy foretelling disaster to the Government.
