Ward 2 Councillor Terry Mannell presented a notice of motion which would have seen the Kiwanis Club paid back the money it had given to the town for an exhibition license for its carnival. The motion also would have authorized the town) staff to waive fees for future applications by- l o c a l s e r v i c e organizations where the profit from the exhibition w as i n t e n d e d for ' 'c o m m u n i t y or charitable purposes." According to the regional procedurl bylaw, a non-registered vote is scored in favor of the motion resulting in a 13 to 10 acceptance of the system.
