The Ontario Motor League which adâ€" vocated the principle of licensing all drivers for a number of years prior to the adoption of the licensing pYan by the Province of Ontario in 1927, aiso supported the addition of financial responsibility requirements in appearâ€" ing before the Royal Commission last October. A special committee of the league studied the plan of universal compuiâ€" sory insurance in effect in the State of Massachusetts and reached the conâ€" clusion that the Massachusetts plan was neither practicable nor desirable for adoption in the Province of Onâ€" tario, as under that ¢fan, accidents had increased rather than decreased, anda the cost of insurance had increased. Proof of financial responsibity may be given in any one of the following alternative forms: The new law provides that a judgâ€" ment creditor, or creditors, having unâ€" satisfied judgments against the insured arising out of a claim for which inâ€" demnity is provided by a motor vehicie liability policy, may take action against the insurance company to have sucnh insurance monies applied in satisfacâ€" tion of such judgment or judgments. The law also prrovides that no motor vehicle liability policy may be invalidâ€" ated because of a misrepresentation 0> breach of any term, provision, or conâ€" dition of the policy by the person inâ€" sured, this making the liability of the insurer absolute. The regulations provide for the reâ€" porting of accidents, convictions and unpaid judgments to the registrar 0~ motor vehicles who will keep a record of every operator on which such reâ€" ports will be entered. When sufficient information has been recorded to warrant the classificaâ€" tion of drivers, those liable to demerit rating will be divided into three clases â€"~"AS‘ and_ "C" in ‘accordance with the seriousness of the offence, or the character of the operating record. When a prrson has been classified in class "A" he will be required to pay for motor vehicle liability insurance ten per cent. in excess of the standard premium rate, and when ulassified in slass "B," twentyâ€"five per cent. in exâ€" cess of the standard premium rate, and when classified in class "C" fifty per cent. in excess of the standard preâ€" mium rate. A improvement in the driver‘s record after a twelve months‘ period will result in his bing raised by one class; or vice versa, should new offences be recorded against him. It is impossible in the compass of a brief article to give more than an outâ€" line of the chief provisions of Ontario‘s Safety Responsibility Law, but it is hoped that what has been said will at least afford those interested an underâ€" standing of the main principles inâ€" volved.
