At the public information meeting on January 10,2018, information will be available regarding the proposed official plan amendment. A presentation will be made by staff and there will be a question period as well as open house displays, with an opportunity to provide feedback and have one-on-one discussions with staff. At the statutory public meeting on January 30, 2018, the public will be given an opportunity to provide oral submissions to the Planning and Development Council regarding the proposed official planning amendment. At that meeting the Planning Services department will be presenting a recommendation report with respect to the proposed official plan amendment. The purpose of the proposed official plan amendment to the Livable Oakville Plan is to provide: • the framework to recognize special policy areas for heritage conservation districts and cultural heritage landscapes protected under the Ontario Heritage Act; and • land use designations and policies to support the protection, management and use of the Glen Abbey Golf Course cultural heritage landscape in a manner that ensures its cultural heritage value or interest is retained. The effect of the proposed official plan amendment to the Livable Oakville Plan is to: • add a new subsection entitled "Heritage Conservation Districts and Cultural Heritage Landscapes" to section 26, Special Policy Areas; • change the Low Density Residential land use designation applying to a portion of the Glen Abbey property (adjacent to Golfview Court) to Private Open Space on Schedule H, West Land Use; • identify a new Special Policy Area applying to the Glen Abbey Golf Course on Schedule H, West Land Use, and Schedule I, Central Land Use; • add new policies for the Glen Abbey Golf Course cultural heritage landscape to section 26, Special Policy Areas; and • delete the existing site-specific exception policies applying to the Glen Abbey property from section 27.3, West Exceptions. This official plan amendment affects the Livable Oakville Plan area, being all lands south of Dundas Street and north of Highway 407, and also 1333 Dorval Drive (on the east side of Dorval Drive, south of Upper Middle Road West). In addition to the proposed official plan amendment, the town is also considering a site-specific zoning by-law amendment for the Glen Abbey property (File Z.1519.10), which will conform to the proposed official plan amendment, to regulate the use of the Glen Abbey property, and the erection, location and use of buildings and structures thereon. A statutory public meeting was held by Town Council in respect of the proposed zoning by-law amendment on December 6,2017. Information regarding the proposed zoning by-law amendment will also be available at the public information meeting on January 10, 2018. The Planning Services Department will also be presenting a recommendation report with the proposed zoning by-law amendment at the Council meeting on January 30, 2018. Other active files applying to the entire Livable Oakville Plan area are Town-initiated official plan amendments relating to the Urban Structure Review (OPA 15, File No. 42.15.52) and Cultural Heritage Policy Updates (OPA 16, File No. 42.24.016). Other active files applying to the Glen Abbey Golf Course property are development applications by ClubLink Corporation ULC and ClubLink Holdings Ltd. for an official plan amendment, zoning by-law amendment and draft plan of subdivision (File No. OPA.1519.09, Z.1519.09 and 24T-17003/1519). If a person or public body does not make oral submissions at a public meeting or make written submissions to Council c/o the Town Clerk at the Town of Oakville, Clerk's department, 1225 Trafalgar Road, Oakville, ON L6H 0H3 or at townclerk@oakville.ca before the proposed official plan amendment is adopted: a) the person or public body is not entitled to appeal the decision of the Town of Oakville Council to the Ontario Municipal Board; and b) the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add the person or public body as a party. Note that oral comments made to Town staff at the public information meeting do NOT satisfy the above requirement, as submission must be made to Council. oakviNe.ca Any submission to the Planning and Development Council, either in hard copy or in electronic format, must be forwarded to the Clerk's department for receipt no later than noon on Tuesday, January 30, 2018, to ensure its availability to the Members of Council at the meeting. Individuals making oral submissions at the public meeting are requested to submit a written outline of the submission to the Town Clerk. All submissions should include the full name and address of the presenter.
