Key budget pressures were outlined Monday by Nancy Sully, deputy treasurer and director of Financial Planning, including $1.4 million to implement the increased minimum wage announced recently by the Province and $1.3 m illion in costs related to growth in the town. This includes the operation of new transit vehicles, the cost to maintain new parks and roads and costs associated with operating the new Trafalgar Park Community Centre (re developed Oakville Arena) and a proposed library. The Town will be looking at transforming the way services are delivered in order to respond to budget pressures in 2019 and 2020 relating to Trafalgar Park and the opening of the Southeast Community Centre, a new fire station in Palermo, as well as other funding needs. Council has directed staff to keep overall property tax increases in line with inflation in 2019 and 2020. Over the next two months, staff will be finalizing their budget submissions and reviewing them with the Financial Planning Department with a view to meeting the Budget Committee' s guidelines. An overview of the recommended budget will be presented to the Budget Committee Nov. 21, with final recommendations (after public consultations) coming back Dec. 12, followed by Council approval Dec. 18. He noted themes and concepts on the site "evolved" from public consultations, resulting in a proposed residential dis trict in the north, a civic district with a community centre and park in the middle and a "very big, undefined" seniorsoriented housing district in the south. The final master plan met the approval of the Ward 3 resi dent associations. Contractors will begin site preparation this summer, with an expectation the overall demolition and site remediation will take approximately 12 months to complete. The architectural/general contractor for the community centre will be selected this month. Development of the new community centre will begin in late 2018 with an opening scheduled for fall 2020. A number of Planning Act approvals will be necessary for the redevelopment, according to the Town, including official plan and zoning amendments and draft plan of subdivision/ site plan approvals. Amendments to the Town' s Official Plan and Zoning Bylaw will be subject to the statutory planning process and a public meeting is expected to take place this fall, with proposed official plan updates by the end of 2017. The Town will engage the public later this year on prog ress on the demolition work and design of the community centre design and potential uses of the park.
