OAKVILLE BEAVER STAFF While every new term of Town Council promises to be the most chal lenging ever, the 2000-2003 session is almost certain to live up to that formida ble billing. From mayor Ann Mulvale to incom ing rookie councillors, all members rec ognize that they will be facing a host of local, regional and provincial issues ranging from managing growth to push ing for changes to the Municipal Act. "I'm convinced we can always make things better," said Mulvale during Monday evening's swearing-in at Town Hall. Others, like incoming Ward 4 local/regional councillor Allan Elgar, share the mayor's optimism and say they're prepared to do whatever it takes to serve the people of Oakville. "I feel good, I'm ready," said Elgar. "I know I can make a difference." Judge Douglas Latimer, who swore in N e w F a c e s on C o u n c il Allan Elgar Janice Wright Jeff Knoll Fred Oliver the new Council, said that despite issues such as growth which face Oakville, the dedication and commitment of those who serve in office will help maintain the town as a "great place to live." "Oakville is in good hands," said Latimer. "I'm proud to live here." In addition to Elgar, the new faces on Council include Ward 5 local/regional councillor Jeff Knoll and Ward 6 local councillor Janice Wright. "They even resurrected (Ward 2 local/regional councillor) Fred Oliver from the dead to serve on Council," Latimer laughed. (Oliver, 77, previously served on Council for 14 years.) Knoll, who first flirted with the idea of running last December, said he's ready to tackle the tough issues, from the QEW expansion to keeping residents "in the loop" through improved communication. "I'm excited," he said. "I'm ready to do the job." So is Mulvale, who next week will enjoy her tenth swearing-in ceremony when she recites her oaths at Regional Council. During Monday's address, she outlined the importance of Council's stewardship of the community and the need for all councillors - despite their individual ward concerns - to work for all the people of Oakville. After all, said Mulvale, elections are not endings, but are beginnings. Council, Mulvale continued, will be facing the increased responsibilities man dated by provincial downloading, from social housing and land ambulance to paying 50 cents on every welfare dollar. That said, Mulvale said she is looking for a "new deal" from Queen's Park in the form of a revamped Municipal Act which will - hopefully - provide more permissive and less prescriptive legisla tion. This, she explained, would go a long way toward giving municipalities the accountability they deserve in light of their increased responsibilities. At the same time, the mayor stressed the need for something to be done about the increasing pressure on property taxes to pay the cost of downloaded services.
