In the meantime, at council Feb. 27, Ward 1 Regional and Town Councillor Sean O'Meara said he would support any moves that bring more transparency to the process and suggested Town staff could report back to Council to ensure full disclosure of a confidential item to councillors before it is discussed. Ward 5 Town Councillor Marc Grant noted, "Getting into this one confidential meeting, it was a little difficult to start parsing some of the issues when we had no forewarning." Elgar heard his concerns could be addressed be through a change to Council' s procedural bylaw. Council goes behind closed doors (in camera) to discuss property, personnel or litigation matters. Before going in-camera, Council must pass a resolution stating that a closed meeting is to be held and the general nature of the matter to be considered. O'Meara and Grant were supportive of reviewing Council' s procedures however no motion or direction to staffwas brought forward to do so. Burton said any two councillors can bring forward a suggestion at any time to change the procedure bylaw. Council receives an annual report providing statistics on the previous year' s closed-meeting sessions. Council held three closed sessions in 2016, one fewer than in 2015.
