Our region is a mosaic o f farmland, industry, families and cultural diversity. Halton is a model o f pru dent fiscal management, safe for our residents, rich in multiculturalism , a leader in waste management and recy cling, com m itted to water safety, and dedicated to strong planning. As your chairman, I will continue to ensure that the people of the region are at the heart of all our decision making. I will continue to improve key services which effect our Joyce Savoline health and quality of life, while controlling taxes. I remain committed to building priority solutions around transportation, and finding the balance between development and land preservation. Halton continues to receive triple "A" credit ratings, illustrating how well residents' tax dollars are managed. Through my leadership on regional council, I believe that we must continue with multi-year budgeting; allow ing us to look into the future to prepare for tomorrow's changes. I am committed to ensuring that the region of Halton remain a great place to live and work. I will be honoured to be returned to office as your regional chairman, and will continue to work with col lectively and collaboratively with the people o f the region as we move forward into the 21st century. These skills and relat ed experience which fit me for the position o f H alton Chair include: Twenty years involvem ent in fighting organized crim e in m unicipal affairs; alm ost 20 years professional experience in a very sim ilar adm inistra tive position and bureaucratic en vironm ent to the chair; audit skills to ensure tax dol lars are spent equitably, effec tively and efficiently; creative Anne Marsden problem solving and crisis m anagem ent skills developed as an adm itting supervisor facing m edical em ergencies and no beds; a 10-year lead ership role in a nationally respected fam ily advocacy group; and strategy skills second to none developed as a physically disabled person excelling in the able bodied world. A nne's audit skills are needed to determ ine the real state o f the Region before we can get on with the task o f restoration after the battle o f the polls Nov. 13th, 2000. Vote A nne M arsden for Regional Chair. Lisa Cooper I believe the time for change in Halton Region is now. I have run my campaign based on issues that affect all residents of Halton. These include the cost of develop ment charge discounts that exceed $85 million in lost rev enue that requires existing taxpayers o f the region to pay more than $320 in order to subsidize developers. Full recovery of DC's would slow development to a manage able amount and allow the region to reallocate savings to other services i.e. policing. These facts are taken from the region's own bylaw 11799 and no other candidate has disputed these facts. Any statement to the contrary would indicate that they are misinformed or m isrepre senting the facts. The region Lisa Cooper borrows money at more than 11% for 15-year terms but lends it to developers at 5%. This must stop. Water revenues are down 20% this year. Will we see a rate increase to cover revenue shortfalls? Asphalt costs have increased budget requirements by $10 million. Replacement of cast iron watermains at a cost of $110 million vs. upgrading at a cost of $44 million, a saving of $66 million. Other regions have opted for upgrading and savings for their infrastructure. Why won't Halton? I have consulted with experts on all of these issues. I have identified efficiencies of more than $150 million; no one in this campaign has disputed or challenged these claims. Why not? I believe the next leader of Halton should have answers to issues such as these. Get out and vote for a change! Lisa Cooper.
