Oakville' s Planning and Development Council began discussing the go-forward plan Monday (Nov. 28) after learning in early November that financing scenarios had hit roadblocks. The DCH study began in 2013 and became a plan in 2015. It looks to revitalize downtown Oakville by creating a cultural and performing arts space. That scenario would move the Oakville Public Library and Oakville Galleries, at Lakeshore Road and Navy Street, to the former Post Office on Church Street as a full gallery and digital library. The library property would become a performing arts centre with a 750-seat main theatre, 325-seat secondary theatre, lobby, restaurant/lounge, meeting/conference space, and cultural innovation/program space. There would be an amphitheatre behind the library' s current location and a multi-use flexible space for markets and concerts, in front on Navy Street. The Oakville Centre property would be an eight-storey residential/mixed-use group of buildings while the fire hall property to the north would become a 12-storey residential building. The plan had a $126 million-$163 million price tag and would carry an estimated $7.9 million operating cost. It all hit a snag when, in response to public input, Town Council refused to sell Centennial Square. As well, federal and provincial infrastructure funding programs do not support the high level of financing required. On Nov. 28, council spoke of a revised timeline for the plan. After hearing from numerous delegations, including several local residents' associations' that want something to happen quickly, Oakville Mayor Rob Burton suggested council "endorse the shortest possible timelines" in the process moving forward.
