In April of 2003, a resolution resolution repealing the sound limitations limitations at Mosport Parts received unanimous approval by council. The report recommended recommended that the by-law which was put in place in 1997 be repealed because the owners of Mosport Park had indicated that the noise levels in the bylaw bylaw were unreasonable and practically unattainable. The 1997 by-law set maximum maximum sound levels for different different times of the day, with the lowest sound level being between 12:01 a.m. and 9:59 a.m. Installation of sound barriers barriers and muffling systems on vehicles using the track were also included in. the by-law. A rough estimate to install the sound barriers on the property property is $3 million according to a report issued by the Municipal Clerk's Department on May 3, 2004. That report also states that Mosport Park did not lobby council to have the by-law repealed. Given the terms of the Municipality's by-laws, the tracks at Mosport are underused, underused, compared to several other tracks in the United States owned by Mosport Park's parent Company, Panoz. While the tracks could legally be used seven days a week from 7 a.m. to 11 p.m., Myles Brandt, Manager of Mosport says this is deliberately deliberately not done, as they do not want to further disrupt their neighbours. While the Municipality What's Inside**. considers Mosport a good corporate corporate citizen, Taylor of the NCRPA asked "What type of good corporate citizen would create a situation whereby every weekend neighbouring property owners are subjected to intolerable noise levels? Noise levels that are so loud you cannot sit out on your deck and have a conversation. Noise levels so loud, that with the windows closed you still have to turn up the television to hear your program. A corporate corporate citizen who continually disregards the curfews set out in a by-law and wakes up its Villagers beautify Town Hall grounds see page 5 neighbours at 8:00 Sunday morning by racing cars around its tracks or by making announcements on its public address system. In closing Taylor asked if council intended to do anything anything at all to alleviate the noise issue in North Clarington, and what they would suggest property owners owners adversely affected by activities at Mosport consider as a course of action to mitigate mitigate the problem. Council referred the presentations presentations by both members of the NCRPA--Mr. Greg Sznajdruk of 9580 Murphy Road and Clayton Taylor of 5505 Darlington/Manvers Townline Road to staff to have their questions answered.
