Rick Ward stood by as the siding for his home and the trailer it was sitting on were loaded into the waste bin, ' „ The hammer finally fell on Mr. Richard Ward of Kirby last Thursday morning when contractors came to clean up his property. It took four hours to fill the 40 yard bin with the scrap from Ward's property at the comer of Hwy. 115/35 and Regional Road 9. On June 25, 2001 Ward was given 30 days to clean up his property which according to the By-law Department was in violation of Municipal Property Standards. At that time Ward was instructed to remove and properly dispose of all mbbish and debris on his property, which is zoned' 'Agriculture'. ' The rubbish and debris referred to included but was not limited to, building material, material, truck cap, inoperable or abandoned machinery, vehicles, vehicles, trailers, boats, and/or Jheir component parts. Ward appealed this order, and was given a hearing before the Property Standards Committee on August 1st at which time he asked that the order be rescinded.. Ward argued that he had been cleaning cleaning up for the past ten years, and many of his neighbours had told him that his property had never looked better. Though Municipal by-law officer Tom Vandresco testified testified at the August meeting that 65% of the clean up of Ward's property had been 1 completed, on August 16th the property was still considered considered to be in a state of non compliance. On September 4th Ward made an application to the Superior Court of Justice appealing the Property Standards Order saying it was "frivolous and vexatious without basis or merit." Ward lost that appeal so on Thursday January 17th, the Municipality enforced their by-law and brought the property property up to minimum standards. standards.
