Conflict ■ farm and non-farm A heated debate arose between Mayor Winters -and Councillor Cowman at council twP weeks ago, over the question of whether a homeowner living adjacent to a farm has the right to complain about farming activities that infringe infringe on the enjoyment of his home, whether it be noise, odour or other farm related conditions. The issue arose when council was making a decision regarding a zoning zoning restriction on a property in close 'proximity to a non-farming residence. Mayor Winters was surprised and a little disturbed that residential complaints could put a (armer out of business, but Councillor Cowman assured him this was the case if the homeowners pursued the complaint in court. The Mayor and councillor may both be pleased to hear that Ron McNeil, Progressive Conservative MPP for Elgin, also indignant about this situation, presented a resolution June 18th to the Ontario Legislature that may remedy the problem. His resolution would make it mandatory for any person purchasing purchasing or leasing property in an agricultural area to be informed of the conditions associated with farming farming and not be in a position to' harass or close down a farming operation. McNeil pointed out to Legislature that "all to often non- farmers buy country homes with no knowledge of farming operations in the area. These people should be made aware of the noise, dust, odour and long hours of work associated with farming." McNeil said a farm in his constituency constituency had to be shut down because of neighbours' complaints that they could not sleep during harvest time because of noise created by the corn dryer. McNeil called for the development development of a registry which would make available to future purchases information outlining the type of farming in the area. '■'If new neighbours understood the operations associated with agricultural production when purchasing purchasing or leasing properties in farming farming areas, co-operation between farmers and non-farmers would be enhanced," he says. The resolution had support of all members present at the Ontario Legislation and should please our own councillors in the Town of Newcastle.
