The award was presented by Isohel ( hallice on behalf ol the Soviets lor the dedicated service to the Société by both Mr: and Mrs. Staples. Epp states Conservatives deserve an A at Ottawa Jack Epp, Minister of National Health and Welfare, told the annual annual meeting of the Durham - Northumberland Northumberland Progressive Conservative Conservative Association last week that Brian Mulroney and the Conservative Conservative government in Ottawa should receive an A on their report card for their endeavours over the past 30 months. In speaking to the 100 in attendance attendance he said the Tories had built an enviable record while in office. He said the record was built on four . pillars promised during the 1984 election. These included an improved economy and Unemployment Unemployment rate, a strong social program and better relations between Ottawa and the provinces. He asked, "where were interest rates three to four years ago and how did this affect those on the farm and in small business?" He said under the Mulroney government government interest rates have drastically reduced and unemployment is down some live percentage points. He further stated that .the deficit has been arrested which all makes for an enviable record. He said only Japan outperformed Canada. Epps did say that the deficit di $32 billion was still a major menace, particularly to the social program. He said the debt costs $22 billion to service in 1986 while his health and welfare budget was some less at $28 billion. Epp said social programs will cost more as the population continues to age and reach 18 percent of the population by the year 2000 for those 65 and over. He said the government had taken steps to improve social assistance programs in spite of the many problems and cited the revamping of the Canada Pension Plan. He said this revamping was the established relationship between the provinces and the federal government. government. Epp said under the Trudeau government there ' was more animosity than agreement between the federal government and the provinces. provinces. Epp took this opportunity to compare the Canadian health care system with an East European Bloc nation where in Poland he said 1 there were 10 kidney transplants in 1985 compared to 665 in the Maritime provinces alone the same year. He stated that every survey done shows that Canadian like their health care system.
