The Town of Newcastle General Purpose Committee on Monday received the final draft of their Culture and Recreation Master Plan. The final draft was presented by Gary Blazak of MacLaren Plansearch. • The plan outlined the principles, principles, goals and objections and referred throughout the plan a need for communication, communication, co-ordination and planning planning among the various groups, the Town and Town department involved in culture and recreation in the municipality. The report outlines three tiers in the Town providing a delivery service for culture and recreation. The first tier includes the self-organized activity groups with the second second tier being the various Town Boards. The third tier was identified as the Community Community Services Department. The major recommendation recommendation in the report is the establishment of a Newcastle Community Services Planning Planning Board. The Board would make a strong commitment to community-wyde leisure resource planning and serve as a forum for the exchange of ideas. It would develop an understanding of the servicing servicing structure in the Town, serve as the principal strategic decision making body related to the provision and development development of future recreation ■ resources and develop arid understanding of municipal budgeting procedures. Tim Board is also intended to act as a liaison between the first and third tiers of the local leisure delivery system. The report states that ("he establishment of the 'Board would be a major undertake- ing and require patience and co-operation. "It should not be judged in a short period of. time but rather following the five year plan is well underway. underway. » The Newcastle Community Services Planning Board is proposed to be made up of fifteen members of which twelve would be elected or appointed from the residents of the Town, four from each Ward and-as well three ex officio officio members of staff. It is felt as all geographic areas of the Town would be represented it would contribute contribute to improved dialogue and co-operation throughout th "own.. XJ The Board would elect officers officers and meçt at least six times a year. Future requests by local area groups would be directed to the Board as to funding and other assistance.. The report calls for the four areas of Solina, Tyrone, Hampton and Orono to undertake scheduled quarterly quarterly meetings of local hall boards, athletic associations, park board and Orono arena ■ board for the purpose of discussion of mutual problems problems and aspirations and as well to elect or appoint a 1 member to the N.C.S.P.B. The report also calls upon the , Town to increased the Community Services staff by one part-time employee and one permanent 'Lead-Man". The part-time staff would assist with the program at the Fitness Centre while the 'Lead-Man would co-ordinate programs and services under the jurisdictionof the Com- ijiunity Services Department. Blazak said the report did not call for new programs other than a short list of pro- ' posais that may be put on a ■ trial basis. Counc. Hubbard said- she was not comfortable with the proposal of the Newcastle Community Services Services Planning Board and felt it could become another political arm of counciL She suggested the Board could erode. decision making for both council and the Community Community Services Department. The councillor pointed out there had been no mention of the Visual Arts Centre who would like to have more input , into the plan. She also suggested suggested that the report could have commented on cemetaries and parks. Counc. Hubbard also asked asked about consideration of the fjydro recreation centre to which Blazak said the report does rule out development at this time as to poor location and consideration that it would not be used extensively by residents of the area. Counc. Cowman also stated she was having difficulty difficulty with the Board and said it appeared that such a board wornId produce another political action group. She said- groups that are not vocal could be left out as the soccer group who have asked for a twin playing field and possible lights. She also said Solina was used used as an example as to park development when Tyrone is possibly the best example in Ontario. She stated the Solina group represents some fifty families who do not want any use of their facilities facilities shared by those from Mitchell Corners. Mayor Rickard said the Town did have a committee of citizens as suggested in the Master Plan to co-ordinate recreational interests in the Town and to provide information information but that in two or three years it disbanded. He said he felt the Master Plan was to provide a thrust to recognize skills in the.Town and to provide an opportunity opportunity for expansion. He said pressure groups did not bother him and felt it was better to have motivation than disinterest, proposed board would work if council, would give it the opportunity to do so. He said he did not see it usurping council. Taylor recommended the Master Plan be tabled to the council meeting of June 27th and that the Community Services Services Department publish that the report will be available at all municipal offices offices and libraries in the Town and that those wishing : to express views attend the council meeting on June 27th. iThe -resolution, carried. In a report to the Town of Newcastle council, Ron Dupuis, public works director, director, outlines the theme of the week as "Making Life Better For Everyone". The activities of the department department are outlined that do play an important part in the lifestyle of the community in which the department operates. Public works in a municipality is responsible for the planning, control and maintainance of public works facilities and services in order to create a pleasant and orderly environment for its residents. The department operates in maintenance, construction and engineering of roads including year- round servicing. The department department also has control of traffic traffic movement and traffic- systems. It assists in the planning of new developments as pertain- • ing to traffic, roads and road access. Some of the maintenance undertaken by the Newcastle department would include snow and ice cohtrol in winter, the sweeping and flushing of streets; roads, sidewalks, boulevard maintenance maintenance and cleaning and repairs; refuse collection and disposal as well as signing and signalling.
