2-Ororio Weekly Times, Wednesday July 29, 1981 THE LACK OF POLICY THE LACK OF PROCEDURE 1 The Ministry report on the review of the financial and budgetary controls for the Town of Newcastle has been made public and in general falls at the feet of council for the lack of policy and the lack/of procedure. This appears to show up throughout the report in section after section. To be fair one must realize that the report did not deal with those areas of function that did appear adequate nor did it eyaluate staff. The lack of policy and procedure continually shows up from meeting to meeting and was again evident the day the Ministry was discussing the report with council, It is the responsibility of council to set sound and equitible policy and as well to handle handle like matter through a constant and sound procedure. The matter of the proposed Tot Lot in the Orono Estates ground to a halt on Monday due to the lack of proper procedure procedure and the muddling of policy. The proposal and plans had received the signatures of the Directors of Planning, Public Works, and Community Services Services on a report to the Planning Committee who gave approval approval with little objections and with all members of council present. When it came before council, it was another matter and when Counc. Harare again asked for assurance that the Tot Lot would not become a thoroughfare for cars and motorbikes, motorbikes, the whole question again opened and with doubt that this matter had been properly addressed. The proposal had not been before the Public Works'Committee or that of Community Community Services. , Counc. Prout also stated that the creation of a new park should go for consideration by the Master Plan Committee before any action was taken. But his has not been the case in the past nor wa$ it the case later in the meeting. Council gave approval recently for the purchase of land in the Burketon area Without addressing the proposal ,to the Master Plan and further Counc. Prout later in the meeting on Monday informed council that as a citizen he had made arrangements arrangements for a new soccer pitch in Bowmanville in which the Town supplied equipment and time and of which no member of council was aware nor was it approved by council. It makes One wonder if individual council members run their own show and certainly is a prime example of lack of policy, procedure and a lack of control over expenditures. The Town does have difficulties in that it is a mix of urban and rural areas but this does not justify the unbusinesslike system we have put up with over the .past seven years. A proposal put forth by Councs. Hamree and Hubbard some months ago is a step in the right direction in that council has now passed a policy and forms for those wishing grants from the Town. Surely this is only the first step but the policy will be one that should bring some form of assurance that all parties are being treated equally and that financial control of those things under the jurisdiction of the Town are at least before Council. After an even first half Newcastle began to dominate in the second half of the game and Rick Pierik came up with 2 goals. That was enough as the game ended ended in Newcastle's favour with a score of 2-0. Alan Desveaux had his second shutout of the day. In the third round of play, the Port Perry Sipco Oilers faced the Orono team. Both teams were very eager for a victory. In a very hard fought game that saw the Orono team hold the lead 1-0 but Sipco Oilers fought back and evened the score at 1-1. I have the June and July copy of Good Housekeeping magazine which will be at the border. Then my June and Jujy copy of "Guidepost" magazine will be somewhere between here and New York not to mention the two copies of the United Church Observer as well as the farm magazines. What an opportunity for theivés to ■ open parcels, as often happens at Christmas! ■ It used to be that the Post Office Office took a pride in seeing .that each letter reached its destination. My aunt Mrs. B. Burwash spent a year in* Philadelphia while her husband husband Dr. Burwash was taking a Course in 1927. They made many, friends who sent Christmas letters and cards simply addressed to Mrs. Burwash, Saskatoon, Canada'. Some Post Office : workèr must have looked up her pâme ,ànd address in the telephone book and written it on eacWetter. They don't do that ahymore.' My sister jh 1 California, sent a letter for her cousin at Precious Corners, 1 Ontario last Christmas. It was returned With the sticker 1 ' Insufficient address' '. Now "Precious Corners" is on the road map just like "Kirby" is on the road map even though the mailing address is Orono, surely some clerk could look it up and write R.R. 4, Cobourg on the letter but I guess thé sticker is handier "Return to Sender". Two of my Christmas parcels postmarked before December the 15th, one from Charlottetown, Charlottetown, P.E.I., the other from VancouVet, reached me after January the fifteenth. The Post Office union took credit for hiring no extra workers at Christmas. The tea experts tell us to never use an aluminium teapot, always use granite or porcelain as tea causes a chemical reaction on aluminium. Most of us have visited homes and noticed the bitter taste.
