». 2-drtmo Weekly Times, Wednesday, June 17, 1981 WHEREIN LIES THE DIFFERENCE On Monday Town council passed a motion deny the Oshawa Competition ivtotorcycle Club to hold a Motocross event on lands in Darlington Township and during the discussion discussion pointed out that holding such an event on the particular lands would be a contravention of the Town's, zoning by-law. It would appear that council members were in sympathy with the Oshawa Club and could see no reason to deny the request request other than a violation of the by-law. Last year when the Bowmanville J-C*s proposed their Bowmanville Week to be held in a similar agricultural zone in Bowmanville the request went through no opposition. The same conditions existed as to the régulations of the by-law and the event would certainly be just as disturbing if that was to be ■ consideration. Later in the meeting on Monday council faced a resolution to hold off enforcing the conditions of their now controversial sign by-law and this passed with full support of all coùncil members until a review of the by-law is undertaken. It would appear that council members do feel there is considerable considerable need for review of the conditions of the by-law as regards to allowable signing in the Town and this was sufficient sufficient grounds to terminate the by-law for what could be an indefinite indefinite period. ' Mayor Rickard ruled the resolution to terminate enforcement enforcement of the by-laws not substantive hut on occasions has mentioned mentioned to council that it would be unconstitutional for council to rule that existing by-laws not be enforced. His ruling appears appears more convenient at this time than holding to the letter of rules. As far as the Motocross event is concerned council was * within their right according to the by-law to refuse the application application to hold the event. But it is not that council holds so rigidly to all their by-laws as they did with MotoCross. Wherein lies the difference. DURHAM EAST BRANCH OF RED CROSS MAY FOLD Due to a lack of volunteers the Durham East Branch of the Canadian Red Cross may cease operation. This was revealed at a recent meeting of the Oshawa Red Cross, Branch who now are to investigate the situation in the Town of Newcastle with the intention of assuming responsibility for Red Cross work in the .Town. 1 In the Oshawa rèport it was stated that volunteers were lacking lacking in Newcastle to provide leadership although several committees committees are still functioning. Due to the lack of interest in . Newcastle, the Red Cross in Newcastle has been eliminated as an agency of the United Way. PANCAKES AND FLEA MARKET RAISES $714.00 The Finance committee of the Orono Arena and Community Community Centre held their annual 'Pancake Breakfast and Flea Market last Saturday at the Arena raising a sum of $714.00 for the building fund. Although 300 attended the Pancake Breakfast, the event was down somewhat from last year. Russ Major also reports that the same committee raised a sum of $1,285.20 for the building fund through the recent turkey supper at the arena. It is expected that with the operation operation of the dinner at the Orono Fair in September, the fund raising committee will have met their financial obligations as to local funding of the new Arena. CALLING FOR TIGHTER CONTROLS Mayor Rickard attending the Town Arena Committee meeting on Sunday evening said it was likely that the Ministry report to council as to Town operations which is expected in July will call for tighter fcontrols on Community Centre's Boards throughout the Town. Rickard stated that this comes up repeatedly and that the operation of the Boards is a responsibility responsibility of the Town. The Orono Arena Committee, appointed by the Town to operate the arena, has in turn turned that operation over to a committee of the Orono Amatejur Athletic Association. The Town committee finds itself without proper minutes for some of its meetings. PRECISION SKATING A request has been made to the Orono Arena committee by the Orono Skating Club for one hour additional ice time at the arena this coming winter season in order that a proposed precision precision skating team could have ice time. It was stated that such teams are and will be popular in the future and will enter competitions. competitions. Many of the members of the Athletic voiced disappointment disappointment in the decision of the O.H.A. Hé said this cost would be for grass seed and fertilizer. Dennis Mumford said the Athletic had had to disband the Bantam Baseball team this summer as it - was impossible impossible to find other teams to play in the area, IMPROVEMENTS BEING MADE AT ORONO ARENA COMMUNITY CENTRE (continued from page 1) section of the hallway and lobby, a portion of the outside outside east wall and two coats for the interior of the arena proper. Woodyard was critical of the by-law stating that some conditions .seem ridiculous He also said, it was fashioned after a by-law from Scarborough Scarborough which was a different different municipality to Newcastlé. Counc. Cowman queried what had precipitated the urgency of the review and asked if council was in a sound legal position not to do anything? She also pointed out that by referring the matter matter to finance and administration administration was possibly not the committee but that it should go to the planning and development committee as it is under this committee that the by-law enforcement is carried out.
