HAMILTON TOWNSHIP HOLnW THE TAX LINE Hamilton Township has established their 1980 budget which, including the Township rate, the education rate and the county rate will be up 6.3 percent over that of last year. It was pointed out that the Township itself had not increased its 1980 expenditures over that of 1979 and that the increse was due to increases by the Board of Education and the county. Reeve Williams warned that not increasing expenditures this _ year in the Township could result in a very large increase in expenditures next year through the Township budget. SIGN MEMORANDUM OF AGREEMENT The negotiating committees of the Northumberland and Newcastle Board of Education and the Elementary teachers early Tuesday morning signed a Memorandum of Agreement as to a contract between the two parties. Although all features of the budget are yet to be com- . pleted it does appear that taxpayers in the Town will be faced with a 11.5 percentage increase in their tax bill for 1980. Expenditures at this point by the Town for both their purposes and those of the Region and Board of Education Education are up by some ten percent. Due to a drop in assessment the increase in expenditure of ten percent is expected' to hit an 11.5 percentage increase in the mill rate and the final tax figure of property owners in the Town of Newcastle. Both the Region and the Board of Education have levied rates lower than the Town of Newcastle. The Town has had to make adjustments to offset a $390,000 deficit from 197^ and even with an amount of $150,000 from reserves this deficit figures in the increase. Marc Lalonde, Federal Minister of Energy, announced announced last week that the new $130 million Eldorado Refinery would be transferred from , Hope Township to Blind River in northern Ontario. The Hope Township site which was chosen by the former Conservative Conservative Government has now been reversed by the present Liberal government to a riding which over the past has elected a liberal member to parliament. It is estimated the switch will add $15 million to the cost of the project and delay completion by some eighteen months. It could mean the loss of 250 to 300 jobs in the Port Hope - Hope Township area. Work was stopped a couple of weeks ago on the Hope Township site by order of the Minister of Energy. The announcement last Friday to switch the refinery north Was greeted angrily by Allan Lawrence, MP for Durham- Nor'thumberland and area politicians and supporters of the refinery in Hope Town- \ship. It has been estimated that some $2 million had already been spent on the Hope Township site which will now be a loss. Lalonde'said there would be extra operational costs at Blind Riyer but said the Blind River area should share in some good aspects of the industry. He said it did not make sense to mine the ore in tpe north, transport it south for refining apd then ship the residue north for burial. . He said the liberal government is committed committed to processing of resources resources as closely as possible to their source for production. Lalonde also said a second reason was the consideration of Northern Ontario as the site for interim and permanent permanent disposal facilities. He said the north should also be in line for benefits. REGIONAL BUDGET AFFECTS FENCE AROUND ORONO REGIONAL DEPOT The Regional budget cuts in the amount of $693,000 come about through the scurtiny of the budget and elimination of works slated previously for this year.
