At the present time development in Bowmanville is at a near standstill due to the fact that capacity of the Soper sewage^ plant is next to maximum. Plans, for the construction, of the plant has been held up "for a couple of years due to locating the plant and also due to tenders being far beyond estimates. The plant was first to be constructed on property owned by St. Mary's Cement. Negotiations for this site fell through causing the Region then to find another suitable site. Upon calling tenders the Region was then faced with costs that almost tripled over the estimated costs and retendering .did little to reduce reduce the cost. The Region on Wednesday of last week approved the construction of the new plant ;, in Bowmanville at a cost of $9.34 million compared to, the initial estimates of $3.37 million. Members of Regional council council stated that they had no other alternative than to approve the new Port Darlington Darlington plant which will be financed with interest free money. R was also pointed out that to construct the plant under conventional financing would again triple the cost. Without the plant Bowmanville Bowmanville would not be able to expand. .
