DATED at the Town of Newcastle, this 3rd day of October, 1979. J.M. Mcllroy, A.C.C.T. Clerk, Corporation of the Town of Newcastle,* 40 Temperance Street, Bowmanville, Ontario. ' Continued from Page 1) ety, to increase the capabilities capabilities for increased traffic capacity and to augment a freer flow of traffic. In speaking of the present traffic lights he said they were being used only on a temporary basis and that such lights do tie-up traffic. The Ministry outlined five choices which they had in improving the traffic conditions conditions regarding safety and traffic flow on Highway 115 and 35. The Ministry outlined that the construction of a new highway 407 to the north of the Region and coming out at Enterprise was far too costly and there was a lack of traffic demand. They also stated that the social and natural resources impact was too great. The Ministry also studied a by-pass of the present highway highway to the east but considered this would have an adverse high impact for businesses along the present highway. There were natural resources impacts to consider and the Ministry would still have to maintain the present highway. highway. It was also considered to add to, the existing highway a four foot flush median but here again with necessity to cross over there would probably probably be a . high incident of accidents and the traffic lights would continue to back up traffic. A similar plan but with continuous left turn lanes would reduce the accident accident hazards somewhat but still promote traffic tie-ups with t,he traffic lightÿ. The selected option with four lanes, a median barrier down the centre, with flyovers flyovers and underpasses and the elimination of traffic lignts would provide for continuous flow of traffic and a much better safety factor. Although there will only be a one-way access to highway businesses it was thought this was much , better than , any bypass or the construction of highway 407. , It was pointed out that there is no definite schedule for the proposed construction but that when the plan is approved approved it will'go into the five year forecast. The work would not start prior to completion of new development of highway 401 east from Oshawa to Highway 115 interchange. The proposed work for Highway 115 would include an underpass at the third line. The underpass would be . constructed north of the third line. At the fourth line a further underpass would be constructed north of the third line. At the fourth line a further underpass would be constructed taking off at the fourth line and proceeding south of the Twin Oaks Motel to cross under the highway. Coming into Orono at the south a fly-over would exist north of the present entrance. Somerville Road will be closed. There would be in and out traffic at , Cobbledick Street and the fourth line but no cross over of the highway. An underpass would also be constructed at Taunton Road which would be south of Taunton and the sixth line. A fly-over has also been proposed for Kirby which, , would be south of the church and skirt both the settlement on the west and through the Bryson farm on 1 the east. Another flyover wçuld exist, for the eighth line traffic. Three chdices have been presented for the Enterprise interchange with both over and underpasses. 4 The Corporation of the Town pf Newcastle Notice of Highway Closing TAKE NOTICE that the Council of the Corporation of the Town of Newcastle, at a Council meeting to be held at the Council Chambers, Police Building, Bowmanville, Ontario, on Monday the 22nd day of October, 1979 at the hour of 7 o'clock in the afternoon, propose to pass a by-law to stop up and close and to authorize the sale of that part of original road allowance across Lot 26, between Concessions 5 . and 6, Géographie Township of Clarke, former County of purham designated as Parts 1 and 2 on Plan 10R935, more particularly described as follows: * ALL AND SINGULAR that certain parcel or tract of land and premises situate, lying and being in the Town of Newcastle, Regional Municipality of Durham, Province of Ontario, and being composed of Parts 1 and 2 forming part of original road allowance across Lot 26 between Concessions 5 and 6 of the former Township of Clarke which parts are shown on a Plan of Survey prepared by Merrill D. ^rown Limited, O.L.S. and registered as No. 10R935. , ' ■ AND FURTHER TAKE NOTICE that before passing the said by-law Council, or a Committee of Council, shall hear in person, or by his counsel, solicitor or agent, any person who claims that his land will be prejudicially affected by the by-law and who applies to be heard. .
