2-Orono Weekly Times, Wednesday, May 2nd, 1979 Orono Weekly Times SHOULD KEEP THEIR OWN HOUSE IN ORDER FIRST The Town of Newcastle council seem to be bent on • taking some form of action to disrupt the present school system. A recent notice of motion directed two actions, one, form a Board for the Town or, secondly, join with the Durham Board of Education. Although this motion was tabled there was no provision to remain as we now exist if a • study showed it was desireable to do so. It could be mentioned that the Board of Education has in the past studied this proposal and it would appear from their figures that there is poadvântage to the local taxpayer to either form their own board or join with the Durham Board of Education. It would have seemed logical for the Town, if they do have some concerns, to first meet with the Northumberland and Newcastle Board of Education over the matter. It would seem much more sensible for the Town council to get their own house in order in relationship to their own responsibilities. This would certainly leave a wide scope of activity for council who almost operate from day to day on an ad hoc basis. There definitely is a lack of policy in many areas and there appears a real effort to resist setting a line of policy which could guide council in their decisions. In 1978 the council of the day in dealing with a proposed parking lot in Newcastle felt it was time to set policy but before this could happen the elections came about and there was change. The new council did not follow the line and just recently gave approval for a municipal pârking lot lacking any policy as a guideline. The Town is involved in parking but lack any clear cut policy. The long-delayed decision over the Splash proposal is just another example of a lack of direction through a form of recreational policy. Surely the Town can support one indoor pool and it is only logical that this pool would go to Bowmanville. Those in the rural area will make use of the pool if so they desire and their priorities are towards recreational swimming. We must not forget that the Town supports a park, swimming pool and backs a new arena in Orono. There is definitely a lack of policy when council comes to deal with such as community centres and such as the purchase of a Zamboni for the Newcastle arena. In fact there is diverse action when council holds Splash to any action until they have raised the public commitment, while in other areas they proceed without any clear commitment or assurance of public support. If council has time to delve into the school system they must also have time to come up with a district plan for the Village of Orono, to activate a community centres board operating the Orono Town Hall, straighten out wraggling within the museum system, proceed with a district plan for the Village of Newcastle and many other projects which lay fragmented and unsolved. Its time to be positive and to add direction to this community and this must come from the Town council and if they would only take some of the time ffrom their concern of the educational system and jiirect it towards their municipal responsibilities much more would be accomplished. Decision oh indoor Newcastle Auto Show LAWRENCE. Allan PROGRESSIVE CONSERVATIVE About 60 cars were crowded into, the Newcastle Arena last weekend during the Chamber's second annual Auto Show. Exhibits varied from authentic reproductions of the past to the more souped up version of the present. The two day event was deemed another great success with many people passing through for a look at these beauties. Town Treasurer, Klaas DeGroot in a report to the Town Finance Committee stated that he did not support any mechanism which postpones postpones the impact of a tax increase caused by a reassessment reassessment procedure. The committee also considered a report from the Community Servjces Department Department as to the financial implcation for operations. As a result of the meeting council is to again consider the proposal this coming Monday afternoon at the regular meeting of council at 3:30 p.m. The report submitted to council from the Community Services department was prepared prepared by Joe Caruana, deputy' director. It wàs pointed out early in the report that the proposed budget was no more than an educated guess and assuming the complex would be well used by citizens within the Town of Newcastle. It was estimated in the report that operating costs lor the year 1979 could have been $118,600 and that this would increase up to $132,594 in 1981. Total revenue for use of the pool during 1979 was estimated estimated at $77,560 which then applied against the total operating cost would leave a deficit of some $41,p40 for thp year 1979. According to the report this could increase up to $52,000 by 1981. In arriving at the revenue figure it was felt that $44,700 would come from general swimming admissions, season season memberships, pool rentals rentals and an amount of $27,000 from swimming lessons registration. registration. It was expected that the school would use the pool to an amount of $7,200. ' Revenue from the Squash courts was estimated to total $32,860 accumulated from $100 fees from 200 members and $65 youth membership fees from 100 such members. The meeting On Monday Monday will not only again consider the agreement with the School Board over the use of their land for the building but also the operating cost of the proposed complex and the responsibility of the Town of Newcastle. Mr. Ron Reed of Orono was , elected president of the Orono Chamber of Commerce last week with Mrs. Sue Sawyer, vice president. Mrs. Pat Mercer was elected elected secretary with Mr. Paul Kelsey, treasurer. Members of the Directors are: Michael Carman, Eric Patterson, Mrs. Doris Roberts, Roberts, Mrs. Alice Irwin and two more to be named. The executive met on Monday evening formulating some plans for the year which included the promotion of a Donkey Baseball game, a LÔBB ball tournament in -September and the annual Beef Barbeque in mid August. The Chamber is also making making an effort to hold an all-party candidates meeting in Orono. Planning for such a meeting is now in the preliminary preliminary stages and local candidates are being contacted contacted as to their availability. The next meeting of the Chamber is to be held on Monday, May 7th for which a phone campaign is to be instituted to get members out.
