But if developers pay for these projlcts, who pays for road improvements that are non-growth related and how do we decide which roads need to be improved and when? This process is anything but N . arbitrary but a recent Letter to the Editor made me realize how important it is to explain the logic behind the decisions that we make to protect the health of our Municipal.road network. Each year staff in the Engineering Services Department spend a great deal of time analyzing the health of Clarington's roads. Our road rehabilitation program is a very complex and exhaustive process that assists us in determining which roads need repairs, which roads need major rehabilitation and which require total reconstruction. In all cases decisions are supported by a site inspection, geo-technical investigation and review of drainage, structural adequacy and traffic counts. These factors are entered into our pavement management database which we use as a tool to determine the best value for our road rehabilitation dollar. Ultimately Engineering Services staff produces a well supported list of Clarington's top road priorities for the coming year and beyond. If developing a list of priorities was all there was to it, protecting Clarington's investment in roads would not be as complicated as it is. Like so many things, at budget time Council must strike a balance between what is desired versus what is needed so that we can fully justify, to our residents, the money that is spent. Take for example, an older road. Do we reconstruct or repair? Total reconstruction is a very expensive and disruptive option. In most cases we try to avoid such an onerous task by applying the appropriate appropriate repairs in a timely fashion. Sometimes however, a road has reached an age where repairs are no longer enough and we have to look at when it may be better to reconstruct. Before we make this decision, we need to be absolutely sure that we have gotten as much life out of the road as we can so that we can fully justify the reconstruction reconstruction using taxpayer's dollars. Looking at the example of recent repairs to Concession Road #6 there was absolutely no question that repairs were fully justified. Concession Road #6 experiences average daily traffic volumes of 1,860 cars per day and a site inspection confirmed that the surface condition and structure warranted improvements. These factors, combined with the high traffic count, gave this road a high priority for re-surfacing and repairs. In fact, as explained previously, if repairs on this road were not carried out in a timely fashion we might well be looking at the cost of total reconstruction much sooner than would be fiscally responsible.
