PAGE 6 ♦ THE CANADIAN STATESMAN ♦ OCTOBER 6,2004 durhamregion.com Greater co-ordination of schools needed, Rae says From page 1 ate coritribution." And after a year of having a college and university coexist in one location, he says local staff are in a unique position to speak on the issue of college-university partnerships. partnerships. "We have some ideas there that would add efficiency and effectiveness and fairness, fairness, not only here but throughout Ontario," Ontario," says Mr. Polonsky. Mr. Rae in the discussion paper says he hasn't reached any conclusions, but adds, "the evidence clearly points to the following." following." He says "a more productive formula" of funding institutions has to be worked out based on the tradition of government funding, donations and "reasonable tuition fees." Those fees have increased in recent years as public funding went down, and while the cost of going to college in Ontario Ontario is low compared to the rest of Canada, attending university here is second only to Nova Scotia in terms of expense. Roughly half of students who graduate from postsecondary postsecondary leave with debt, says Mr. Rae. "Simply put, provincial grants are down, tuition is up," he says. He also highlights tire need for greater co-ordination between institutions, believes "student aid is basically broken" and says students leaving high school should be better better prepared to make the choice of going on to post-secondary school, starting work, skills training or an apprenticeship. According to Statistics Canada, government government money accounts for 46 per cent of the funding that Ontario colleges and universities universities receive, compared to the national average of 56 per cent. That puts Ontario in ninth place out of 10 provinces, and colleges colleges and universities have long called on government to address the shortfall. Earlier this year, the Association of Colleges of Applied Arts and Technology of Ontario (ACAATO) warned that colleges were facing facing a critical operating shortfall. It called for $362 million in government funding over four years, noting that amount would still leave Ontario students funded less than the national average of $6,800 per student. "It's ridiculous," says Durham College teacher Peter McKeracher of the lack of adequate government funding. "We're the province that needs the educated workforce to drive the economy for the rest of the country and we're underfunding." Mr. McKeracher, president of Ontario Public Service Employees' Union Local 354, agrees with Mr. Rae that a quality quality system, and how to get there, are also important considerations. "It's not just funding, it's making deci sions about where your priorities are," he says, noting program hours for students have been reduced "with (them) in an empty room on a computer." The public meeting in Oshawa runs from 1 to 3 p.m. A location has not been announced, but the goal is to have most of tire meetings on college and university campuses. As a result, he said, they also want to be near major highways, such as the 407, and the connector roads between will create automatic residential zones. He noted that, in order for the proposed plan to move forward, highway construction and maintenance are essential. Councillor Jim Schell asked Mr. Given why Clarington would be valued higher than Kitchener, which is approximately the same distance from the centre of the GTA, particularly when development has traditionally moved west rather than east. "The reason is you (Durham Region)... have approval for high density development development sitting and waiting for an opportunity opportunity to come along," said Mr. Given. Mr. Given also noted that other communities communities to the west, such as Oakville, have so far resisted industrial expansion in an attempt to maintain their smalltown smalltown appeal. He said people would be drawn to the lifestyle available in eastern communities. But he commented one of the reasons many industries have so far avoided Durham Region is the pro-union reputation the area has through General Motors and other unionized companies. ; Like one of our photos? Lets look at .com or callus at 905-579- 4400 closer at an installation. This is from a Regency large wood stove model F3100L. We wish to install it in a comer. From the chart and manual we find out that there are several scenarios to consider: 1) With or without the optional climate shield 2) With or without double wall flue connectors 3) Is there shielding to be installed around the wall? A) We shall assume that we are using the airmate shield • B) We are using double wall flue connector C) No shielding - wall is made of drywall From the example above if the fireplace were to sit in a corner you need to keep it 8.5" from the wall. The floor protection is the same for all mounting positions namely 6" on side and back and 16" to the front. If the stove was going flat to the.wall, then the back wall clearance would be 9.5" with airmate shield. , • From .the examples above, even with a large stove like the F3100L clearances are quite tolerable. There is very little time when shielding these newer stoves are practically required as they have a lot of built in shielding which keeps the clearances very low. Single wall flue pipe or double wall flue pipe? What do I need? ; The answer'usually is how close the position of the stove to the wall is .which impacts on what type of flue pipe may.be required. ... Since single wall pipe has a clearance requirement of 18" to combustibles, it means the stove will need to come out further from the wall. However most double wall stove connectors reduce the clearance down to 6". This will permit the stove to be moved to the tightest clearances allowed along with any other optional shields the manufacturer sells.
