"It's in Whitby's hands," said Jim Clapp, the Region's finance finance commissioner said in an interview Monday. Mr. Clapp said the issue was supposed to come up at a committee committee meeting in Whitby Monday Monday night, however it was not discussed. At the centre of the fiery debate debate is Whitby's request for a $1.9 million debenture from the Region to purchase, six transit buses. Questions are being raised, as Whitby -- along with every municipality in Durham - receives GO Transit money that is supposed to be used for tran sit-related projects. In 2002 and 2003, Whitby received $3 million in these funds, which they used for renovations renovations to the Region-owned but Whitby-leased Centennial Building on Centre Street. The balance is in a reserve fund. "Council hasn't dealt with the issue," said Ken Nix, Whitby's Whitby's treasurer, on Monday. "But I don't know if they will or will not." Mr. Clapp confirmed that a $9.8-million debenture request to renovate the Whitby main branch library on Dundas Street at Euclid will still go through the Region, but that it will be done internally and not as part of the Region's $47.5 million debenture for itself, Clarington and Pickering. " The library has never been an issue...(and it) will still go though the Region," he said. "That's finished, that's gone through (and) we're close to almost almost getting the funds." But the transit debenture is still up in the air. Mr. Clapp said whatever happens in Whitby, the issue will be dealt with at a special finance and administration administration committee meeting before regional council today. Clarington will receive a $3.4-million debenture for a soccer facility and lacrosse bowl. Pickering will receive a $3.5 million debenture for a plethora of things such as road repairs, roof replacement for a squash court and a grader. The Region will use a $40.6 million debenture to rebuild Hillsdale Terrace home for the aged. The amendment was passed at Regional council June 16, but cannot take force without a triple majority vote by municipalities municipalities within the region.
