An ad hoc committee from the Peterborough Victoria Northumberland and Claring- lon Catholic District School Board will be created to look at some of tbe problems arising from the new policy, which came into effect Sept. 1. Many new fees were introduced introduced for using facilities to make sure the board was not funding community use of schools. Previously, many groups had little or no rental fees to pay and the board said the effects were being felt in the classroom. Although months were allowed for user groups to provide input, concerns concerns are beginning to surface now. "The cost for casual usages is quite high," said Joe Neal, Clarington trustee. He now calls himself a "former user" of the board's facilities. "I was trying to use the St. Stephen's gym for three nights and it would have cost $70 a night for one hour each night. About half of that (price) is for insur- ancc.Jl's quite high for casual usages." Trustee Neal is concerned the high cost and confusing procedures are scaring the community away from local schools. Residents arc signing forms for insurance and don't understand what they are being asked to sign, he said. "When I was trying to sign out St. Stephen's, I was told you can have any night you want because people aren't using it because of these discrepancies," discrepancies," added Trustee Neal. . Mike Langlois, director of education for PVNC, said other issues arc also surfacing. "I think administration is going to have to start negotiating negotiating with some of these groups because a weekend at St. Peter's (in Peterborough) could cost $8,000," Mr. Langlois mentioned in regards to hourly fees for overnight events. "I think the rental fees for some users arc going to be astronomical." astronomical." Another big issue is what constitutes a school activity. There may be an. open invitation invitation basketball tournament at a school; Mr. Langlois used the example of St. Peter's Secondary Secondary School in Peterborough. Peterborough. The students playing from St. Peter's wouldn't have to pay to use the gym, but the other PVNC students visiting would. "A large percentage of activities activities we arc told involve students students and that's why we weren't charging them - either they had children themselves or they brought a few," explained Mr. Langlois on why the board became more strict on the definition definition of a student event. "I think we should definitely reopen that one," said Clarington Clarington trustee, Barbara Malone. "When I was looking at this (before it was approved) I wasn't wasn't aware it was going to include include school teams." In letters sent to schools regarding regarding the policy, the board indicated it would continue to deal with issues. "Our purpose is not to create hardship, it's to recover cost and have reasonable reasonable risk management," assured Mr. Langlois.
