I PAGE 4THE CANADIAN STATESMAN, JUNE 12, 2002 Controversy over Courtice corridor CONTROVERSY from pose 1 committee meeting. If ratified by council council the following week, two years of sfudy and public input costing about §100,000 will become public policy. It will affect the way landowners can use tfieir property and how the area will develop develop in the coming decades. ; "We're looking at a long-term plan," says Mr. Crome. "It's one of the more important decisions council will make, determining key land-use designation fpr many years to come." The planning department is recommending a central area node be created from Trulls Road to a proposed street to the west. It will create a city block, from Hwy. 2 south to Sandringham Road with retail, commercial commercial and medium-density residential development development that includes community facilities facilities such as a new fire station and the new Courtice arena. Where the contention comes in is to t{te east of that central area node, where planners are recommending zoning for townhouses and low-rise residential tiuildings with a light mix of retail. ' ] Property owners there, like Mr. Çaird, say the plan for that area is flawed. Forty-four of them signed a petition petition asking the planners to reconsider, saying a medium-residential zoning will L freeze development of their properties fpr decades to come, dooming the Urea to remain a patchwork of large lot, single-family single-family homes interspersed by businesses businesses that sprung up willy-nilly in years past. ; "If I could build townhomes I would," says Mr. Baird. "That's the business I am in." But townhouses cost a lot to build, more than people are willing willing to pay so close to a highway, he says. Besides, he adds, "Why would you use up the bit of frontage there is on Hwy. 2 for townhouses? We'd like to see some a.menities here." The property owners are asking for a mixed use of retail stores, restaurants • and professional offices like Mr. Baird's real estate agency, currently operating under a temporary zoning licence. John Vanderheyden, a resident for 18 years, agrees. While his own property currently remains his home, he says so many businesses have already proliferated proliferated around him, it seems unfair to lock the rest of the property owners into residential residential zoning now. "Why allow the 20 ' businesses al- ready$fere and stop every other .one b£, them? There's -already- so many people - doing.some kind of business " he says. ' TTre concern for Mr. Crome is allowing allowing businesses to continue that sprawl across Hwy. 2 instead of focusing the development into a central area. "This is everything we talk about in tenus of ânart Growth. Pressure is constantly on municipalities to change the main street ifito strip malls." • Although the property owners insist they don't want strip malls any more than the planning department, Mr. Crome contends, "It happens on an incremental incremental basis. It starts as a home expansion expansion and it keeps expanding. If you allow smaller stores all along the highway, highway, it drains off from the node," he says, noting the downtown area then loses its focus. ' "They're doing textbook planning and this is reality," says Mr. Baird. The commercial portion of the planned downtown node has a' good chance of becoming large plaza stores, not a quaint downtown area. But Mr. Crome disagrees. He says thp current plan allows for all the things the property owners are asking for, unfortunately unfortunately just not on their properties. "When you're planning should every piece of property be treated the same?" he asks, answering his own question, no. There is a need to plan for some housing for young families, seniors and all income income levels, he says. "If we didn't have this, it wouldn't allow for places like White Cliffe Terrace (retirement home). "We have a vision, we have to start implementing implementing it, not just talking about it." The committee meeting begins Monday, Monday, June 17 at 9:30 a.m. at the Municipal Municipal Centre at 40 Temperance St. in Bow- manville. The public is welcome to attend. attend.
