PAGE 2THE CANADIAN STATESMAN, JULY 4,2001 Durham chairman joins moraine panel DURHAM -- Durham's chairman is hoping to play a role in developing a long-term action plan to protect the Oak Ridges Moraine as part of a new advisory group created by the Province. Roger Anderson has been named to an advisory panel created to develop a strategy for protecting the moraine. The Regional chairman is one of two municipal municipal representatives on the 14-member 14-member panel, which also includes individuals individuals from the development industry, the resource industry, environmental groups and York University. "I'm hoping to be able to come up with a plan that will help Durham and bring consensus to a lot of people who are currently involved in this committee," committee," Mr. Anderson said Friday, noting the creation of the panel indicates "the Province is serious about proceeding with a solution (to protect the moraine)." Municipal Affairs and Housing Minister Chris Hodgson named the 14 representatives to the panel during a meeting on Smart Growth Thursday. The minister also announced the creation creation of a new inter-ministry team, which will lead the consultation process. That group will include officials officials from the ministries of Municipal Affairs and Housing, Environment, Natural Resources, Finance and Agriculture, Agriculture, Food and Rural Affairs. The environmentally-sensitive moraine, which is the headwater for several rivers, creeks and streams in the GTA and which provides drinking water to about 250,000 people, tuns from the Niagara Escarpment to the Trent River and includes large areas of Uxbridge and Scugog, as well as sections sections of Pickering, Whitby, Oshawa and Clarington. "The ultimate goal is to provide certainty certainty and a more co-ordinated approach approach for all who work or live on the moraine," Mr. Hodgson said in a news release. "Areas that need to be protected protected will be protected, and development applications in areas that clearly need no special protection will be able to proceed according to clear, understandable understandable rules." The creation of the advisoiy panel and the consultation team is a continuation continuation of the government's Smart Growth strategy, which also included the Oak Ridges Moraine Protection Act, approved by the legislature May 17. That legislation established a six- month moratorium on development on the moraine. The moratorium is in effect until Nov. 17. "I had to plan it as I went along," he notes. Carpentry work is nothing new to Mr. Couroux, who has lived in the . Kendal area since the mid-1940s. "I've done a lot of carpentry since I got out of the Motors in 1981," he says, noting, he's been in "three-quarters of the houses in the village, doing work here and there." When complete and in place, the new steeple cost approximately $3,500, notes Mr. Couroux, who says he has the approval of Mr. and Mrs. Cooper's children. "It suits the ones donating donating the money," he says. Mr. Couroux figures the new steeple weighs about 1,100 pounds, and rests on a frame, which measures about 65 inches square. The steeple was put in place in two parts. "We supported it all, and it's there for a long time, I hope," he says.
