Ontario's largest local source of smog-causing pollutants is vehicle emissions. As a rpajor component of Ontario's comprehensive air quality strategy, Drive Clean requires most cars and light-duty vehicles in the areas most affected by smog to have their emissions tested. If you pass the test, you will know your vehicle is not a polluter. If you fail the test, have the vehicle repaired and you will know that you have done your part to help improve air quality. Will your car need a test? Drive Clean, which began April I, 1999 in the Greater Toronto Area and Hamilton-Wentworth, expands on January 1,2001. It will include the following urban centres and their commuting zones: Peterborough, Barrie, Guelph, Kitchener, Waterloo, Cambridge, Brantford, Niagara Falls,Welland, St Catharines, London, Sarnia-Clearwater- Point Edward,Windsor. It includes cars and light-duty trucks' that are more than three model years, and less than 20 model years old. All such vehicles with even-number model years ('88, '90, '92, etc.) and a licence plate renewal date of January I or later will be required to pass the test in 2001 .Vehicles with odd-number model years must be tested before their vehicle registration renewal in 2002. Most resale vehicles less than 20 model years old must be tested to be licensed for the road. The charts that follow will help you determine if your vehicle qualifies. What happens after the test? Your vehicle must be tested at an accredited Drive Clean facility. If the vehicle gets a "pass" report, that's' it.The results are automatically recorded and, you can simply renew your registration at a Driver and Vehicle Licence Issuing office or a self-service kiosk. However, you need to keep your Drive Clean report handy, just in case you have to prove your vehicle passed. If the vehicle doesn't meet emissions standards, it must be repaired and re-tested to renew the registration or transfer the ownership. You may also qualify for a one-time only conditional pass for registration renewal if your vehicle fails its re-test and you have spent up to $200 on emissions-related repairs 2 . Will Drive Clean really work? Drive Clean is working.The Ministry of the Environment is monitoring the program closely. In its first year, in the GTA and Hamilton-Wentworth, Drive Clean resulted in a 6.7 per cent reduction in smog-causing vehicle pollutants.That puts it on target to reduce vehicle pollutants by 22 per cent in the program area when it is in full operation.
