Bowmanville, Wednesday, AugusllO. 1994 R ? re Coi l^ und in Flower Bed Reductions in Social Hallway Gallery Showcases Work of Durham Artists Assistance Confirms Ontario on Rebound During the month of July, the number of people relying on social assistance declined significantly in Ontario. "This decrease, for the fourth month in a row, is a strong and very positive sign that Ontario is slowly coming out of the recession," said Community and Social Services Minister Tony Silipo on Tuesday, Aug. 1. "It represents a most encouraging trend indicating the province's economy economy is beginning to grow again." The minister said the four-month decline shows that since March 1994, there are almost 21,000 fewer households, or almost 34,500 fewer individuals, receiving assistance in Ontario. In June the Durham Region General General Welfare Assistance (GWA) numbers were at 11,564 and for Family Benefits (FBA) the figure was 7,191. The number of people requiring social assistance in July declined by 10,200 households (1.5 per cent), when compared to June 1994. In total, total, there were 671,000 households, representing 1,326,320 individuals including heads of households, spouses and children receiving assistance assistance in Ontario. This follows a 0.4 per cent decline decline in June and a 0.2 per cent de- . crease in May. The July, 1994 decline decline represented the most significant month-to-month decrease decrease in the social assistance caseload caseload since July 1989. The minister added that the recent recent changes in the caseload statistics statistics and the improved employment picture in Ontario show signs of great promise for Ontario's economy. economy. But, he said, consistent decline over an even longer period of time will make the picture much more conclusive. For GWA, there was a three per cent decrease in July compared to June. This represents as estimated total of 10,700 households or 18,000 individuals. In total, there were 345,300 households, or 610,000 individuals, individuals, receiving GWA. Because of the long-term nature of the FBA program, month-to- month increases are normal and to be expected. There was a slight increase increase of 0.2 per cent or 489 house; holds in July receiving FBA. This is significantly lower than in June when there was a 0.4 per cent increase increase or 1,290 more households receiving receiving assistance. There were 325,729 households or 715,320 individuals individuals receiving assistance in July. The Ministry of Community and Social Services recently announced its social assistance case file investigations. investigations. These are designed to pinpoint pinpoint and prevent fraud in the system system and to those people who are most in need. Silipo said the decline, decline, over the past four months, in the number of people on social assistance assistance is in part a result of this new and more stringent practice.
