Until 1976 a fee was required for the annual filing of corporate information information in Ontario. It is not, as the suggestions have been made, some new fee introduced by the NDP in 1992. However, in 1976, the government of the day eliminated eliminated the annual filing requirement to permit corporations to update their corporate information free of charge. Unfortunately, many corporations corporations have not been filing notices when their corporate information changes, even though they remain legally obligated to do so. The public public quite rightly protests and the councils of the day parsimoniously deny the applications and promptly forget about it. Another council is elected, another application is tried on for size in the hope that this time the owner might win. Meanwhile, eight years have gone by. The creek still flows and floods every spring, the grass still grows and the public still openly trespasses in the belief that they are in the middle of an urban area and therefore must be on public property. What about the question of liability? liability? What happens if there should be an accident? A drowning: perhaps someone falls through the ice or a fisherman loses an eye to a fish hook or hooligans perpetrate a crime. It is time the council dealt with these lands. The Mayor should have long ago initiated discussion with the owners and struck an agreement to properly bring these lands into the full public embrace and develop them in an appropriate manner to suit the aesthetics of the Town and the needs of its people. , f 1 How would the Town pay? All those new homes have paid: something something like five thousand dollars each into the Town's lot levy fund. New home owners may not know this as that charge is buried in the purchase price. For the privilege of living in a new home in Bowmanville there is a hefty premium. If all that money has melted away, the council could consider leasing the lands on a long term basis or developing developing a little bit of the land to pay for the acquisition price and development development costs of the remainder.
