Press Reporter Aaron Bowman Dear Editor: We, the Commercial/Private Health Care Providers of the Region of Durham, are writing in response to the NDP's policy of a not-for-profit delivery system of community based' health care in the Province of Ontario. Ontario. For more than 10 years in this region, region, commercial/private providers have had an excellent relationship with the Homecare Program. We were developed to provide flexible, quality-based health care to people in their homes. We realized that in- home health care was and is, a 7 day per week, 24 hour per day need, and we have successfully met that challenge. challenge. As clients' needs change, so do we! Why, then, would the NDP government government want to spend $100 million dollars for a transition to set up the same service delivery, but only in the not-for-profit sector? Could not these health care dollars be better utilized? Why eliminate a group of qualified, experienced, trained professionals merely on the basis of political ideology? ideology? Yes, we run private businesses. This is an asset to our economy, not a liability. We pay taxes which help stimulate our communities, as well as investing in resources and knowledge, knowledge, in Ontario's economy. Our clients' clients' only pay for the direct service they receive from us. We do not have the government to fund our deficits if, at year-end, we find we have miscalculated! miscalculated! Deficit funding is funded by all of us...through our tax dollars! Commercial/private providers make only a 1 - 2% profit on the sendees we provide, and most of that is put back into our companies in order to provide continuous training and upgrading upgrading for our staff. Why would the NDP government of Ontario implement a not-for-profit policy, when the same policy has failed in Manitoba? Manitoba has now realized that they have created a delivery system tied up in red tape, and is now inviting the private, commercial commercial providers back. Do we really need another government run bureaucracy? bureaucracy? Especially one that will not only control the finances but also the delivery of the service? This government has spent millions millions of dollars setting up consultation consultation groups that pretend to listen to the needs of the people. This money would have been better used to provide provide the assistance required to enable our frail, elderly, and disabled citizens citizens to remain in their homes. We had a petition from 15 areas of Ontario read in the House of Commons Commons to ask for a balanced mix of service provision, between not-for- profit and commercial service providers. providers. The result was the government decided to allow commercial providers providers to deliver up to 10% of government government funded homemaking hours. If your area currently provides 85% of those hours, what will a 75% reduction reduction do to your business? The answer is very clear. We believe in free enterprise and freedom of choice. Our clients deserve deserve to have choice as to who will provide their in-home health care. With the NDP policy all choice is removed. removed. Clients will receive what the government determines they need, as well as who will provide the care. Commercial/private providers employ employ over 800 people in the Durham Region, most of whom are female and members' of visible minorities. What are their guarantees of future employment under this proposed system? system? The government has already stated displaced hospital workers will be given priority for re-employment in this system. Where do our employees employees fit in? What arc their guarantees? Do we not still live in a democratic democratic society? We are concerned that this decision decision by the NDP government adversely adversely affects all residents, not only in the Region of Durham, but throughout Ontario. Age of Concern From Your Senior at Queen's Park, Gord Mills In this week's column I thought I would share with you some programs other countries have in place that enable enable seniors to stay in their own homes longer. In West Germany, help is provided through meals-on- wheels, home help, personal assistance assistance (bathing etc.), shopping, counselling, counselling, visiting, escorts, wheelchair provision, home cleaning, excursions and mobile libraries. In Britain some municipalities have contracts with mobile cleaning groups who will clean a seniors home in preparation for their discharge from hospital. Others operate a special special laundry service as a supplement to regular home help. Sweden and some other European counties have specially fitted vans with heavy cleaning and home repair equipment. Scheduled and emergency visits supplement supplement the work of home helpers. Flexible approaches to home help have evolved in Norway to enable seniors to remain in their homes in isolated rural areas. "For example, in a small community in the north of Norway, a couple has been employed full time by the municipality to provide provide care for seven retired persons. Difficult communications and lack of staff make it impossible to organize help in the traditional way; the only alternative for the seniors would have been admission to an institution far from where they currently live." In Sweden and Britain rural letter carriers arc used to keep in touch with seniors, shop for them, do other errands, visit and make regular monthly reports to a social worker. The importance of communications communications to the safety and independence of seniors is emphasized in Norway. The state subsidizes telephone installation installation and fees, giving priority to the frail senior and those living alone. In Japan there are over 108,000 clubs for seniors most of which are government subsidized. There arc also 65 reasonably priced hotels for the senior in vacation areas or at hot springs. It seems as if most countries, as we are here in Ontario, are doing as much as possible to keep seniors in their home for as long as possible. The more we can do to enable this to continue, is of benefit to all of us, through the continued well being of seniors and savings on institutional care.
