2 The Canadian Statesman, Bowmanvillc, Wednesday, November 20,1991 -The Week in Review. Performance Bond Won't Help Town In Bid to Clean Up Demolished Sites by Laura J. Richards " The Town of Newcastle will nol benefit from the issuing issuing of performance bonds for demolitions. In fact, a town staff report states: "There arc sufficient remedies available to the municipality municipality to ensure any building building demolition is carried out in an orderly manner. "Moreover, the lack of legislative authority to require require a performance bond for building demolition is a major major reason why the municipality municipality will not impose such a requirement." requirement." Regional Councillor Ken Hooper stated he would like to see some type of assurance that proper care and speed arc taken in demolishing buildings. buildings. "I'd like to sec something done," he said. "There arc some people who do a project quickly and then there is another another guy who tears down a building and leaves material hanging around." There arc two sites in Bowmanvillc where debris is still awaiting removal by the demolition company, Councillor Councillor Hooper stated. One the former location of a limousine limousine rental agency on the south side of King Street, just west of Liberty Street. The other location is on the east corner of Liberty and King Streets. A performance bond would have helped the municipality municipality in getting the two locations cleaned up, Councillor Councillor Hooper said. Monday's report from municipal municipal staff included a comment comment by the town's solicitor. It said: "The Town cannot re quire a performance bond prior to the issuance of a demolition permit for any project, large or small, under the authority of the Ontario Building Code Act." The report also stated the municipality can take action through the property standards standards by-law and the waste by-law. If an area where demolition demolition has taken place is deemed to be a fire hazard, then prosecution can begin under the Ontario Fire Code. J Fire Department Busy During Nov. 12th -18 COLUMBUS -- In what has been called a power grab by a Durham Region daily newspaper, anti-abortionists have swept into the executive positions in the Durham Riding's Federal Liberal Association. Approximately 200 party members, many newly-recruited by a pro-life group were on 'hand at the meeting on Monday evening, Nov. 18, to oust the former executive and directors. The new " president of the association is Joe Oosterholt, who -said: "Without life there is nothing." " PORT PERRY--A handbook entiUed "The Facts ;! of Life" has been mailed out to the public in the ;! Scugog Township, reports the Port Perry Star. The ;; direct mail campaign put together by the Port Perry ;; Baptist Church describes "graphically" the ;; different types of abortions utilizing a cartoon of a ; talking fetus to provide a "grim story and facts ; about abortion." The handbook has caused some : people to say the material is "unsuitable to ;; distribute," especially if children view it. The • minister of the Port Periy Baptist Church said the '• mail campaign is a peaceful way to approach the issue. A cover letter, which is in the mail out ji package, states: "We recognize this is an emotional ; issue, with sincere convictions held by both sides of the question. While we have no desire to inflame emotions further, we do believe many have not had opportunity to personally reflect on what actually . occurs in an abortion." David Daniels, pastor of the church, does not believe that the material is offensive or overly graphic when compared to pictures depicting holocaust victims. Over 4,000 homeowners in Port Perry and Prince Albert received the brochures. , .
