The largest growth sector was in residential housing, particularly in the Courtice area. Housing alone, however, does not make up a community. Other ingredients such as services , recreational facilities and job opportunities are vital factors in the overall plan. To meet these needs, new initiatives have been taken. * A new Town Hall is soon to be completed. This should allow for more efficient and cost effective means of local planning and administration for the Town to better serve the needs of the community. * New recreational facilities have been initiated and more significantly the long overdue replacement of the Bowmanville Arena. * New initiatives and attitudes have been implemented so as to attract prospective commercial and industrial opportunities. It appears that these components are in fact on the rise. As indicated per the graph, all of these new initiatives have been achieved with very little increase in the municipal budget. It is the goal of the town to continue a positive direction by affording the citizens improved services at controlled costs. The Corporation of the Town of Newcastle
