The Accord's Last Hurrah The spring session of the Ontario Legislature marked the end of the historic Accord Accord between the Liberals and the NDP. Hopes that this session would see a dramatic new Liberal program for Ontario Ontario were dashed with the "grab bag" Throne speech. The budget was in the same mode. There was no new vision, no central focus, no tax relief or substantial funding increases for education education and housing, among other things. The rapid increase in car insurance continues to be a major concern. Throughout the Session, Consumer Minister Minister Monte Kwinter confused confused the insurance industry industry and the province's drivers drivers with a series of contradictory contradictory statements. Kwinter claims the insurance insurance industry arbitrarily sets car insurance rates and that he has stopped them with a so-called "capped rate policy." But the "cap" is misleading. The "capped rate policy" will not freeze or roll back rates. In fact, many drivers will see their rates continue to rise. One of the most controversial controversial issues of the Session was the signing of the Meech Lake Accord by the Prime Minister and Premiers. Premiers. But Premier Peterson was unable to explain clearly to the Legislature what the agreement means for the future of federal-provinical cost-shared programs in healthcare and education, or its impact on immigration immigration programs that assist reuniting reuniting separated families. Progressive Conservative leader Larry Grossman took immediate action to ensure ensure that the Meech Lake Accord will be the subject of full and open public hearings hearings before it is brought to the Legislature for a vote. Significant legislation passed Bill 154, which introduces introduces pay eouity at the cost of the new level of provincial provincial bureaucracy. After two years delay, the freedom of information bill passed, just in time to satisfy Fish Helped By Barry Snider-- Environmental Biologist The Lindsay district office of the Ministry of Natural Resources is proposing to rehabilitate walleye (pickerel) spawning areas in and around the Kawar- tha lakes. This will involve placing fieldstone rubble in fast water" areas below dams and in streams. The proposed sites include Co- boconk, Rosedale, Bobcay- geon, Squaw River, Buck- norn, Lovesick Lake, Burleigh Burleigh Falls, Jack and Eels Creeks on Stony Lake, and the North River on Belmont Lake. These rehabilitation projects should increase walleye spawning success and improve angling opportunities opportunities for walleye throughout the Kawarthas.' The projects are being funded funded from revenues generated by the sale of resident angling angling licences. In their budget, the Liberals Liberals promised to reduce the deficit. But they say they will achieve a reduction by not spending $350 million already set aside for specific programs. The budget did not explain how this money will be saved or where the cuts will be made. If these savings do not materialize, the deficit will remain unchanged at $1.3 billion. The interest on Ontario's debt remains the second largest expense in the provincial provincial budget. Closer to home, I am disappointed disappointed the Liberals have failed to make a positive commitment to extend GO train service to Oshawa. New Toronto suburbs have been promised a badly needed new highway, but Oshawa commuters must still wait. What about housing? It is now over a year and a half since the Minister of Housing Housing announced his Assured Housing Strategy. A key part of this strategy is a new approach to rent review, introduced introduced by Bill 51. But this new approach has proved to be unworkable for tenants, landlords and provincial civil servants. Although Although the system has been in place for only a few months, a backlog of over 21,000 landlord review applications applications has been created. It has been a busy Session, but opportunities to make real stndes in issues like education, education, transportation, and fair taxation have been missed. missed. Ontario needs more careful careful leadership if we are to make the best of the current economic boom. Students who are preparing preparing for university this fall will be pleased to hear that a number of improvements have been made to the OSAP program, with particular particular emphasis on increased f rant assistance and a reaction reaction in loan assistance for sole-support parents. I would like to inform all my constituents that my Bowmanville office has been moved to 68 King Street East-Tel: No. 623- 6663. I am pleased to receive a letter from Hon. Monte Kwinter advising that some headway is being made to provide alternate accommo- ; dations for the Whitby Re- ' gistry Office, possibly in the Thornton-Dundas Plaza on the border of Oshawa and Whitby. • Might I say how pleased I was to attend the 65th wedding wedding anniversary celebration celebration of Mr. and Mrs. Whip- per of Port Perry.
