Bowmanville, December 22,1986 Section Two Area Students at Durham College Honored with Scholarships Youth Support Services Becoming a Costly Project by Rob Savage Councillor Diane Hamre says she's reluctantly skeptical skeptical of a proposed community community youth support services system in Bowmanville., During a council meeting Monday, December 15, Councillor Hamre said the system, which is proposed by the John Howard Society, Society, has to be put under scrutiny because of the community group's increasing increasing costs. On the one hand, Councillor Councillor Hamre said the John Howard Society "performs a very valuable role in the Region of Durham." Yet' she said it is also a costly role. Councillor Hamre informed informed council that when the Society first came into the Durham Region six years ago, it made a request for$10,000 from the region. This year, its financial request request to the region is $100,000, Councillor Hamre said. On top of that, she noted that the Bowmanville-New- castlc branch of the society receives funding from three different sources: the municipality, the region, and the United Way. "The taxpayers of this town would be paying three times," she said. "I just wonder wonder where this is all heading?" heading?" Councillor Hamre said any decision on the program program shouldn't be made by council until they're sure the program is economically economically viable. However, council approved approved in principle of the community youth services program which will be considered considered in the 1987 budget. The program being considered considered is a 24-hour emergency youth counselling counselling service within the Town of Newcastle. It would be an addition to ; the parole supervision, em- ■ ployment program, one-to- one counselling and com-; munity education programs " currently offered by the" Bowmanville-Newcastle branch in the town. j The branch will currently? be receiving a proposed- $48,000 under the 1987 ( budget. j They have also applied j for a $5,000 operating grant , to help with the new service >- and will be receiving; $20,000 from the United; Way. The final decision on the 1 Society's request for funds; will be part of the Town of- Newcastle's January,!
