Region Denies Severance of 4 1-Acre Lots A request for the severance severance of four two-acre lots from a parcel of land on Lamb's Rd., east of Bowmanville, Bowmanville, was denied by Durham's regional council last week. Richard Dubeau, owner of a 19.2 acre parcel of property property containing one dwelling, dwelling, requested permission to sever four additional lots located on Lamb's Rd., between between Highway Two and Concession St. Regional council's denial of the application was due, in part, to the fact that the land in question is located amidst agricultural property. property. Regional planning staff explained in a report to council that "the subject proposal represents an intrusion intrusion of non-farm activities activities into an agricultural area." The staff report stated that the property is surrounded surrounded on three sides by orchards. Mr. Dubeau told regional council that the additional lots would not adversely impact impact neighbouring farms. "What I'm asking council is to approve these four building building lots because it's a good place for them," he said. He added that part of the adjoining adjoining lands are productive productive agricultural property but that his own property is not in this category. Regional council also considered petitions and letters from neighbours who were both opposed to the severance and in favor of it. Opponents claimed that the lots would be an intrusion intrusion of non-agricultural land use in an agricultural area. Supporters stated that the change in land use would not adversely affect agriculture. A resolution from the Town of Newcastle recommended recommended that an Official Plan amendment submitted by Mr. Dubeau be denied.
