The Canadian Statesman, Bowmanville, July 20,1983 3 SMALL TALK Donna Fairey \ Cover your eyes for I'm about to impart four dirty words. Alternate full day kindergarten. They're only off-color if you happen to be an individual who opposes five year olds attending kindergarten classes on a full day basis, every other day. The hornet's nest exploded a few weeks back • when the Northumberland and Newcastle Board of Education introduced a proposal to implement the AFD program in jurisdiction schools. No bones were made about the purpose of the proposal. It surfaced around budget time along with several other cost saving suggestions. The rest is history. Parents rose up strongly against the AFD proposal. Irate moms and dads lashed out at the board saying that members had tried to railroad the proposal through in secret. Accusations were also made that the board failed to properly research the effects of such a program and that elected representatives lacked sensitivity. Too, parents suggested that board member interests were restricted to budget cutbacks rather than a responsible attitude focusing on the education of children. AFD was a proposal based strictly on dollars, they contended. Responding to the obvious resistance, the board unanimously agreed to set up a full scale committee which would undertake an in-depth study of the matter. The task group would optimistically consist of three board members, three parents, representatives from primary education and board administration staff. After several weeks and persistence by various board representatives, the AFD committee has been established. I don't. This time around the cart is before the, horse and the committee's study will either support the AFD program or give it a decent burial for all time. The dubious honor of chairing this contentious committee has been bestowed upon me. Elected board members, Verna Shackelton and Elizabeth Parken, representing the eastern and central areas respectively, will also serve on the taste force. Administration is currently in the final processes of rounding out the remainder of the study group which is scheduled to begin meeting in September. It is intended that the sessions will be open to the public in order to avoid any further suggestion of board secrecy. Perhaps Northumberland MPP Howard Sheppard, who lent energetic support to parents during their resistance attack on the board, will turn out. He may even explain to parents and others that cost saving proposals like the AFD program are becoming exceedingly necessary partly Decause of provincial cutbacks in education funding. The board has made every attempt to form a committee which will approach the AFD issue with objectivity. This study group may indeed settle more than the merits of the kindergarten program. It may be proved that parents are indeed willing to pay the pricey cost of education today in spite of rampant grumblings to the contrary. Opponents of the AFD program urged the board to undertake budget surgery in other areas. However, having tried that also, it's becoming abundantly clear that no individual or group is receptive to cost saving measures when they are personally affected by the end product. A plea to cut taxes without reducing service in a labor intensive business is a difficult request to meet. The situation is further complicated by provincial legislation which mandates the implementation of new and costly education programs. And while the government pulls its purse strings tighter, school boards are left 1 holding the dirty bag. It's a tough league but committees like the AFD group may, if nothing else, engender a mutual respect and understanding for today's growing education dilemmas.
