The Township of South Crosby REEVE- C11. SMITH CLERK TREASURER - M. SIT-SARI“ 81.1 39-5830 The Council of the Township of South Crosby met at Rideau District High School on May 12, 1989. All members present. Mr. Dwight Purdy, Head of the History Department at Rideau District High School, introduced Council members and the Clerk.‘ Reeve Smith advised that in conjunction with Local Government Week, Councillor Linda Carr had arranged for some special events, this being one of them. Minutes were read and approved. Mrs. Mary Warren and Ms. Dawne Smith, on behalf of the North Leeds Development Corporation, attended Council meeting to report on the progress of the project to establish social welfare service resource centre in the village of Elgin. Mrs. Warren made a presentation on Why and How this project came about. Ms. Smith advised as to what type of services will be offered. Brief discussion was held regarding this program. By-Law 20-87, being a byâ€"law to establish rules and regulations to govern mobile canteens and chip wagons, was reviewed by Council. Byâ€"Law Number 15â€"89, being a by-law to amend said rules and regulations, was given first and second reading. Discussion was held following second reading and it was agreed that more clarification is required on definitions of chip wagon and mobile canteen. Moved by Sly/Connell that further discussion on Byâ€"Law 15-89 be tabled until next Council meeting. Carried. Moved by Stedman/Carr that the General Office accounts, in the amount of $1,231.41, be accepted and paid. Carried. Correspondence was received and considered. Letter received from Rideau Waterway . Coâ€"ordinating Association asking for financial support. Council agrees to pay membership fee to the Rideau Waterway Coâ€"ordinating Association, in the amount of $25.00. Questions were received from students concerning such matters as: -recyc1ing â€"curfew hour within the Township -grading and maintenance ' to roads. Council meeting reconvened Monday May 15th, 1989 at the Municipal Office, with all Council members present. Mr. Jack Mitchell and representatives of the West End of Thomas Road Committee attended Council meeting to discuss with Council the condition of Thomas Road. A written presentation was given to Council regarding proposed maintenance and construction. Mr. Derek Turnbull, Zoning Administrator, attended Council meeting. Areas of discussion were related to property owned by Mr. Lindsay ILR. l. ELGIN. ONTARIO K00 mo Seaman and condition of same. Mr. Osborne White's property was also discussed. It was agreed that the Property Standards Committee meet with Mr. Seaman on June 5th at 7:00p.m., at the Municipal Office and meet with Mr. White on June 19th at 7:00p.m., at the Municipal Office. Zoning Administrator is to advise of said meetings. Moved by Connell/Carr that Road Voucher no.9, in the amount of $5,170.53, be accepted and paid. Carried. Road Superintendent gave his report. Legal advice is to be sought regarding a waiver when Road Department is removing fence on private land alongside roadways. Moved by Sly/Stedman that casual labourer be employed to mow grass, at a rate of $6.50, until such time as approval is received on the application for Works Program under Section 38. Carried. Councillor Carr inquired about culvert on Clear Lake Road. Councillor Stedman inquired about ditching in the area of Francis Leidenburger, and when it will be done. Road Superintendent advised that ditching will be done in near future. Moved. by Sly/Connell that the Council of the Corporation of the Township of South Crosby hereby authorize the Zoning Administrator to proceed with the zoning change application, as presented by Mrs. Julia Scotland. Carried. Moved by Carr/Sly that the General Office accounts, in the amount of $437.19, be accepted and paid. Carried. The following Land Severances were presented to Council for its consideration: 1. Estate of W.Horan File No.B313-89 Moved by Carr/Sly that the Council of the Corporation of the Township of South Crosby object to Land Severence File Numbers Bâ€"637â€"88, Bâ€"638-88, B-298-89, B-299-89 and B-300â€"89, in the name of Joan Cassell, subject to the following Sections of the Official Plan: 4.1 - Subdivision of Land 4.1.1 - Registered Plans of Subdivision JULY/AUGUST 1989 NORTH LEEDS LANTERN 7 4.1.2 â€" Consents 4.1. 2 (a) Property layout potential. Plan of subdivision 4.1.2. (a)(i) Road Access safety Carried. Moved by Carr/Stedman that the Council of the Corporation of the Township of South Crosby have no objections to Land Severence Files Numbers Bâ€"160-89, Bâ€"161â€"89 and B162-89, in the name of Anna G.M. Wright, subject to the following conditions being met: 1) Item #1 of By-Law 41â€"86; 2) Section 4.1.2 (h) of the Official Plan. Carried. Moved by Sly/Carr that the Council of the Corporation of the Township of South Crosby have no objections to Land Severence File No. B-241-89, in the name of James F. Dunn, but advise that the Unopened Road Allowance between Concession 8 and 9 has not been stopped-up and closed, and therefore should not be included in Land Severence. Carried. Moved by Sly/Carr that the Council of the Corporation of the Township of South Crosby have no objections to Land Severence File No. Bâ€"277-89, in the name of Leonard Doxsee, subject to the following conditions being met: 1) Item #1 of By-Law 41-86; 2) The condition within By-Law 13-89. Carried. Moved by Sly/Carr that the Council of the Corporation of the Township of South Crosby have no objections to Land Severence File No. Bâ€"313-89, in the name of Estate of Wilfred Horan. subject to the following conditions being met: 1) Item #1 of By-Law 41-86; 2) That the final survey shows that the frontage and area comply with Zoning Byâ€"Law. Carried. Moved by Stedman/Sly that the Council of the Corporation of the Township of South Crosby have no objections to Land Severence File No. B-312-89, in the name of Estate of Wilfred Horan. 1) Owners of lot being created by Land Severence No. B-312-89 be given access over private right-ofâ€"way. This stipulation to be registered in the Deed. Carried. Reeve Smith advised that he had been speaking with Mr. Michael Meredith regarding proposed plan of subdivision. Mr. Meredith asked that a letter be written to the Ministry advising the matter of land for park purposes has been agreed upon. Following discussion, it was agreed that upon receipt of a revised copy of survey showing land to be deeded to the Township, and also showing adjustment to roadway, said letter will be written. Council also wish to be on site when final survey is being done. Correspondence received and considered. Committee reports given. Meeting adjourned. The Council of the Township of South Crosby held its regular meeting Monday, June 5th, 1989. All members present. Copies of the minutes of the Public Meetings and of the regular Council meeting held on May 15th and 3lst, 1989 were distributed to each Council member for perusal and were approved. Mr. Keith Haskins requested permission to speak to Council. Mr. Haskins' concern related to property owned on Clear Lake, and the regulation of providing main land access, a condition which was placed on Land Severance. Discussion was held regarding this concern. It was agreed that a letter stating terms, and location of available parking would be acceptable to Council. It was suggested that the Policy and Procedures Committee, along with the Zoning Administrator, discuss policies for main land parking in relation to islands. Moved by Connell/Sly that Road Voucher No.10, in the amount of $20,432.99, be accepted and paid. Carried. Road Superintendent gave his report. The matter of policy on signs concerning children at play was discussed. Moved by Carr/Sly that the request from Mrs. Janet Jackson for a "Children at Play" sign be refused due to the fact that a "No Exit" sign is in existence on this road [Wright's Road]. Carried. Discussion was held regarding access to boat ramp located in Part Lot 12, Concession 5, and parking of vehicles in said area. Moved by Sly/Carr that the Road Department place cement curb blocks alongside the road leading to the boat ramp Sand Lake, Part Lot 12, Concession 5, to deter public traffic from entering onto private property owned by Mr. Janisse. Carried. The matter of a reduced speed sign, to control traffic on Sand Lake Road in the area of steep hill and curve was discussed, and it was agreed to take no action in this matter. Moved by Connell/Sly that the Council of the Corporation of the Township of South Crosby agree that the days of operation of the Waste Disposal Site be extended from three days to six days a week, for twelve months of the year. Carried. Moved by Connell/Sly that the Road Superintendent mark areas at the Waste Disposal Site for the separation of: l) Stoves, refrigerators, steel, metal, etc. 2) Wood that may be sold 3) Brush that may be mulched. Carried. Moved by Connell/Carr that the Council of the Corporation of the Township of South Crosby do hereby agree that permit slips be printed and issued from the Municipal Office, to allow Township Residents/Property Owners to dump at the Waste Disposal Site. And further, permits are to contain the person's name, Lot and Concession, to be signed by the Clerk and Cont'd on pg. 14
