10 NORTH LEEDS LANTERN JULY/AUGUST 1989 PORTLAND AND COMMUNITY HALL BOARD The members gathered at the hall at 7:30 and proceeded to visit the two beach sites. Present were Andrew, Bastedo, Dunfield, Hull, James, McManus, McWhirter, Ostrom and Scovil. The Chair advised that John Bastedo had agreed to accept appointment to the Village Trustees to fill the vacancy left by the resignation of Alex Graham. BUSINESS ARISING: Hall Rental. F. Perrin had given the Chair a package which included copies of a 1983 schedule of "Proposed Duties of Finance Committee", plus a copy of a contract form for the renting of the hall and these were discussed at some length. The Chair will have this checked by the township's solicitor. Further discussion was put over to "New Business." TREASURER'S REPORT: Motion #3 McWhirter/Bastedo, that the Treasurer's report be accepted. Carried. CORRESPONDENCE: The Chair read a letter from former Chairman Alex Graham in which he formally resigned from the board and wished the board success in the future. MAINTENANCE: It was reported that during the construction work at the Hall only two working days had been lost at the Library and that an entrance had been quickly established to provide entrance to the Library. Ken Pyle is doing an excellent job of picking up the garbage at the dock and in the village and Barry Baker is doing a fine job as well with the mowing of the village grass. RECREATION: The new clock has been ordered/ here Saturday; floats ordered/ here this week/ set up this weekâ€"end. Nothing done about benches as yet/ considering having steel brackets fabricated in Ottawa and having planks put on them locally. ‘Also discussed were: benches, new bulletin boards which will lock, a meeting area with bench(es) and flagstones near the Post Office and someone to undertake keeping the notices current and holding the key. Discussion arose about the location of the Bulletin Board and the Chair pointed out that the Board should not undertake any works which might be done under Phase III of the PRIDE Program. Motion #4. Bastedo/James, that the Board purchase one concrete end bench and one fabricated from steel. Carried. CHICKEN BARBEQUE: B. James has a letter confirming the ingredients for the BBQ are on‘ order. B.Scovil reported that she has posters ready and asked for help in distributing these; she also raised a querry about donations made at the bank and the Chair agreed to look into this. CHAIRMAN'S REPORT: The Chair reported that there had been a meeting on May 30th of the Reeve, Dave Harmer, Consulting Engineer for the PRIDE project, Brad Johnson, Landscape Architect, and himself. He pointed out that there was a need for a "Wish List" of items which might be done under the next phase of the program and that there was a need for village representatives on the Planning Committee. The roof drains will be hooked into the French Drain. He reported on a visit from Ken Mason regarding rats at his house in the village; (there were reports of many rats at two other houses in the village) and the Chair reported the situation to Jim Craig at the Regional Health Office. The Chair reported that he had had discussions with Don Burchill regarding the problems facing the Board with the additions to the Hall and the greater public use of washrooms and had asked for Mr. Burchill's help in solving the problems facing the Board such as supervising replacement help should it be needed until Mr. Burchill is again ready to do all of the work, the renting of the Hall and the need to obtain a signed contract and a deposit at the time of renting the Hall. It was strongly stressed by members that the contract and the securing of the necessary deposit be strictly adhered to. The hours that the outdoorâ€"access toilets will be open were agreed upon as 7a.m. to 9p.m. NEW BUSINESS: There is a need for a railing at the highest parts of the wheelchair entrance to the new toilets. Motion #6 Scovil/Andrew, that Alex McWhirter be empowered to take the necessary action to deal with this situation. Carried. A. McWhirter asked that the village streets be marked with centre lines and with white stopping lines at stop signs. After some discussion the Reeve stated that the village should put the cost of these items in next year's budget. The question of whether a new carpet for the library should form part of the cost of the PRIDE project was discussed. It was felt that, after the floor is again torn up the present carpet will be useless. The Reeve agreed that Council would pay for this as the building was the property of the municipality. The Chair will follow up on this as well. The meeting adjourned at 10:07p.m. to meet again at 7:30p.m. on July 12th. RIDEAU LAKES HOR'I'ICULTURAL SOCIETY The June meeting was held on Tuesday the 6th in Forfar Community Hall. Dr. Michael Levison of Queen's University held everyone's interest as he outlined the fundamentals of planning, planting and maintaining rock gardens. He cited the rock garden on Highway 32 (between Highway 15 and Gananoque) as being one of the finest in Ontario. Lucky Draws were held and a great many people went home with a new addition for their garden. Did you take advantage of the invitation to visit the garden of Mr. and Mrs. Fred Fleming in Newboro? It is a peaceful oasis and, in June, contained a magnificent display of iris - pink to dark red, white to brilliant yellow, mauve to deep purple, and blue to indigo - each plant named for identification purposes. Visitors from Mississauga said it was the high point of their trip to the Rideau this year. There may be other gardens "Open to View" as the summer progresses. The next regular meet will be on Tuesday, July 4, at 7:45p.m. in Forfar Community Hall. Allan Goddard of Almonte, Ont., will speak on "Landscaping in Saudia Arabia and Other Experiences". Bring plants for door prizes and for judging - 3 of any one kind of vegetable and 3 of any one kind of flower. The cool rainy weather has set the growing season back somewhat, so it is difficult to know what will be available. See you on the 4th in Forfar.
