YOUR COUNCIL AT WORK by: Phyllis Tackaberry and Anna Greenhorn Summer is coming and thoughts once more focus on Lower Beverley Lake Township Park. The tender for the Canteen Concession has been awarded to a local resident, Donna Sawyer. Good luck Donna, in your endeavour! Spring spruce up is underway, thanks to a grant under Section 25 of the Employment and Immigration branch. Three men are busy painting and updating Municipal Buildings and also working on projects in the Park. This labour gives employment to three people and at the same time benefits the Township at a minimal cost. The updating of street lighting in the Municipality has been discussed. Your Council is planning a meeting with representatives of Ontario Hydro as to cost of the project. Ontario Hydro claims the saving of hydro will offset the cost over a few years. Although we have replaced over forty lights with the new recommended High Pressured Sodium Lights, we still have over a hundred old ones and the maintenance is high. This plan seems to be the answer.. But further study is needed so another meeting. New legislation re: Hazardous Waste in the Workplace was introduced in 1989. This is certainly a necessary health and all workers; many person hours and more piles of paperwork will be involved. A seminar is being offered to help Municipal staff to better understand all the implications of the Act. Representatives from the Municipality will be attending. step for the safety of Council was back on summer hours on Monday, April 17 â€" meetings start at 1:00 P.M. So lots of late and late late dinners. Since the the year, budgets filtering is the have to first of committee have been in and April time when we come to grips with the total budget. The good news is our auditor Brent says council and staff did a good job financially in 1988 but the bad news is that we need more money in "89". After several meetings and paring and cutting projects, we passed the '89 budget which we feel is the most fair to all and yet tries to cover the concerns and wants that we heard on the campaign trail last fall. Sorry we cannot do everything this year, but we are the one level of government who has to have a balanced budget and yet deal directly with the taxpayer. Your Council even collects that tax monies for the County and the School Boards which we have no control over. We do try to keep taxes down - after all we are taxpayers too. So please take a second look at your tax bill to see where your tax dollars go, we only keep a small portion. Next month a detailed mill rate will be published. On the "home" front, the Housing Committee has received confirmation to build 2 semiâ€"detached houses. So after all the ground work has been done (severances, permits, awarding contracts) two units will be built in Delta and in Portland. Council has been working with C.H.M.C. and has been designated under the R. & N.H.P. On Tuesday, April 18, Reeve Ostrom, Deputy Reeve A. Greenhorn, Councillor Gary Rees and Clerkâ€"Treasurer S. Bryden attended a Waste Management Seminar in Kingston. As previously mentioned, our Township is taking park in a study at County level. However many aspects of Waste Management were explained with special emphasis on the 4 R‘s (Revise, Reduction, Recyclying, Recovery). We are hoping that in the future we can participate in some or all of these areas. The Environmental Conservation Committee reports more blue bird houses have been erected (maybe this should have been listed with the other housing). This has been accomplished once again with students of Rideau Centennial School teachers, and the E.C. Committee working together. Remember when you are doing the necessary cleaning up outside that you need a fire permit to burn. It has been very dry and grass fires can get out of control and spread very quickly. Several fire calls have been responded to. The person or persons who start the fire without a permit is responsible for the cost of the response of the Fire Department. So play it safe and abide by the rules. It pays. We could report on more happenings in our beautiful Township but it is time to put down the pen and pick up the rake because the sun is shining and showing up the winter debris. Remember be careful and we will write next month. \NSULA'HON S\D\NG CARL 272‘2212
