PORTLAND AND COMMUNITY HALL BOARD The Board was called to order on May 10, 1989 with Andrew, Bastedo, Derraugh, Dunfield, James, Long, Perrin and Stinson in attendance. The Chair announced that P. McManus had telephoned him earlier asking to be excused because he was ill; that A. McWhirter had returned home from hospital earlier in the week but needed to rest and that D. Burchill was in hospital for heart bypass surgery, had come through it well and was recovering in Kingston General Hospital. It was moved by Perrin/Long that the minutes as distributed by approved. Carried. Business Arising: The request by Neil Hunt, Principal, Rideau Centennial School, for Board support for "Project Pitchâ€"In" has been withdrawn. Mr. Hunt is being transferred to a new school for September 1989 and does not wish to place an additional burden on his successor. Hall Rental: The Chair of the subâ€"committee, Rick Long, asked for direction in the setting of rentals, caretaker‘s salary scale and the like. F. Perrin agreed to find the results of a major effort several years ago, with the same targets, so as to assist in focussing the subâ€"committee's work. Portable Toilets: Further discussion of the availability of portable toilets prior to the new permanent toilets being available led to the following resolution: James/Bastedo: That one portable toilet be placed at the Community Hall before the May holiday weekend as close as possible to the new public toilets and left in place until the new public toilets are available. Carried. Correspondence was read. Treasurer's Report: The report enclosed with the minutes of the April meeting was reviewed. The unlabelled item of $2,682.58 was deemed to be the transfer from the Government Dock account. Although this money is currently in the General Fund, it will be transferred to the Reserve Account as soon as the first transfer from the township is available. Chicken Barbeque: The Chair, Betty James, reported that she had ordered 750 units of chicken. The unit price has been increased by .20¢ for 1989. Discussion led to the following: Perkin/Long: That the prices for the chicken barbeque for 1989 be : adult portion $7.00, children's portion $3.00 (the same as 1988). Carried. Chairman‘s Report: 1) The Chair reported on a meeting of the Big Rideau Lake Association Executive to which he had been invited. He covered the following points in a presentation: a) Mutual interests of lake people and village people - environmental issues (the lake, waste disposal), facilities, taxes; b) Village funding and cottage taxes; c) Village and dock garbage pick-up; d) Docking â€" charges, p05sible expansion, Sled property; e) Summer parking problems; f) New village facilities - washrooms, pump, improved beaches, possible rebuilding of dock shelter; g) Waste disposal site â€" access and availability. There was a brief question-answer period following the presentation. 2.) The Chair reported a request from Marge Adair to acquire tables for a sale at Mill Bay Court, May 27th. James/Stimson: That the seniors' group have the use of the necessary tables for their sale May 27th at no charge. Carried. New business: none. Unfinished business: none. Adjournment: the Chair adjourned the meeting at 9:24p.m. N.B. At the beginning of the June meeting, June 14th at 7:30p.m., the members of the Board will take a walking tour of the village beaches (weather permitting). COUNCIL MINUTES Township of Bastard and South Burgess May 1, 1989. Council meeting â€" held at Rideau Centennial School, Portland. â€"Paid general voucher No. 8 in the amount of $42,270.67 and road voucher No. 4 in the amount of $26,835.49. â€"Passed a byâ€"law “Establishing Mill Rates for 1989. -â€"Acknowledged resolution from the Township of South Crosby. â€"Passed a byâ€"law "Designating the Gallagher House under the Ontario Heritage Act". â€"Accepted the rules for Bastard and South Burgess Fire Department. â€"Authorized the Clerkâ€"Treasurer to inform each eligible organization of the amount and procedure for obtaining monies from the Wintario Grant. ~Engaged the firm of George Bracken to survey the lot in Delta for our two unit Rental Housing Project. ~Requested an organizational chart from the Fire Department. â€"Vote of thanks was extended to the conmittee-inâ€"charge of our Appreciation Night - and all bills were presented for payment. â€"Approved the rates for 1989 as presented by the Park Superintendent for Lower Beverley Lake Township Park. â€"Established a Conmitteeâ€"ofâ€"Council to persue all avenues of waste management eg . reâ€"cycle, reuse , reduce and recovery. â€"Adj ourn to meet again May 15,1989 at 1:00 P.M. Council Minutes - May 15, 1989. â€"Paid general voucher No 9 in the amount of $8,929.76. â€"Notified the Library Board our levy stand as budgeted. â€"Replied to the Rideau Lakes Union Library Board informing them our Council has a previous meeting on May 23, and although very interested in the tour will be unable to attend. â€"Refused payment of a Livestock Claim, due to no conclusive evidence the death was caused by dogs. ~Contact Ministry of Transportation stating our Council will continue to lease the two properties in the Village of Delta for Park Purposes. â€"Authorized an application be made under the “Street Lighting Program" for upgrading of all our street lights to high pressure sodium lights. â€"Passed a by~law "Pertaining to remuneration and benefits for the Bastard and South Burgess Fire Department". â€"Authorized the hiring of three employees to work at NORTH LEEDS LANTERN 11 the Rabies Clinic â€" May 31 and June 14. â€"Applied for an “Encroachment Permit “ from the Ministry of Transportat i on for the construct ion of new sidewalks in the hamlet of Delta. ~Contact Mr. Ludloph, Kitchener, about the Recycling Program for our Waste Disposal Site. â€"Engaged a student from Rideau District High School to work in Beverley lake Township Park from May 23 to June 9, 1989, â€"Congratulations extended to D.J.
