Legion sponsors field meet By BOB THOMPSON For the 23rd conâ€" secutive year the Royal Canadian Legion will be sponsoring track and field for boys and girls 16 years of age and under. Long recognized as the grass roots training level for many of Canada‘s lop athletes, the Legion program has undergone many changes since its inception in 1956. The 1979 schedule has now been published and once again a National championship will be held. This year the finals are booked for the Canada Games site in Si. Johns. Newfoundland. 8-4 -â€" THE LIBERAL. Wednesday. June 6. Foremost was the addition of a National Championship compet~ ition for bantam and midget athletes with all travel and ac- commodation expenses for the participating teams paid by the Legion. Locally, training for the Legion competitions will commence June 11 (Monday) at the Rich- mond Hill Town Park on Church Street North. Weekly practices will continue on Monday and Wednesday evenings, 7 p.m. until'dusk, until the District E Championships on July 14. The District E meet is the first elimination contest on the climb to the Nationals, and the local Tri-Town Track and Field Club will be hosting this initial test. The age groups for Legion competition are 15 and 16 years of age for midget boys and girls. and 14 years and under for bantam athletes. The high school trackees faced their final lest before the Ontario finals with a heavy session at Niagara Falls The Council of The Corporation of the Town of Vaughan, at its meeting of May 7th, 1979, gave first and second reading to proposed By-Iaw Number 10679. A copy of the by-law is furnished below. It is the intention of Council, meeting as Council Committee, on Monday, June 25th, 1979, to hear representation from interested parties regarding the proposed by-law. The meeting is scheduled to commence at 7:30 o'clock pm. PERSONS WISHING TO ADDRESS COUNCIL COMâ€" MITTEE ON THIS MATTER SHOULD CONTACT THE UNDERSIGNED NO LATER THAN FRIDAY, JUNE 15th,1979. WHEREAS The Municipal Elections Act, 1977, as amended, provides that the Council of a municipality may by by-law provide for limitations on election expenditures by or on behalf of a candidate and require the disclosure by a candidate of all election contributions to his campaign in excess of $100.00 in the (arm of money and goods and services; NOW THEREFORE the Council of The Corporation of the Town of Vaughan ENACTS AS FOLLOWS: 1. In this byâ€"law, (a) "broadcasting undertaking" means a broadcasting undertaking as defined in Section 2 of the Broad- casting Act (Canada); (b) "candidate" means a person who is nominated for election to office in accordance with The Municipal Elections Act, 1977, and whose nomination is certified by the Clerk; (c) “Clelk” means the Clerk of the Town of Vaughan (d) "contribution" includes the greater of the stated monetary value of monies, goods and services received, or the fair market value of the monies, goods and services received by or on behalf of a candidate, but does not include the labour portion of any goods produced by voluntary unpaid labour, or any service performed by an individual voluntarily for a candidate without compensation; (6) "election" means an election governed by The Municipal Elections Act, 1977; (fl "elector" means a person entitled under The MUnICIpaI Elections Am, 1977, to vote in an election; THE CORPORATION OF THE TOWN OF VAUGHAN lgl "expense" means the greater of the stated monetary value of monies, goods and services ex- pended, or the fair market value of the monies, goods and services expended by or on behalf of a candidate, but does not include the labour portion of any goods produced by voluntary unpaid labour, or any services performed by an individual voluntarily fora candidate without compensation; (i) "polling day" means the day on which the poll is to be taken under The Municipal Elections Ac‘, 1977. (h) "outdoor advertising facilities” means facilities other than radio and television and newspapers, magazines and other periodical publications, of any person that is in the business of providing such facilities on a commercial basis for advertising purposes; (i) “person” inqludes a corporation and the heirs, executors, administratOrs or orher legal representatives of a person to whom the context can apply acc0rding to law; 2. Corporations that are associated with one another under section 256 of the Income Tax Act (Canada) shall be considered as a single corporation for the purposes of this by-law. 3. The Cletk, in addition to his other powers and du‘ios shall; (a) deliver to every candidate a true copy of this byâ€"law at the time of filing of the nomination; lb) examine all financial returns filed with him; (0). report to the Council of the Town of Vaughan any apparent contravention of this byâ€"law: (d) publish a summary showing the totai campaign receipts and expenses of each candidate in a newsâ€" A By-law to provide for limitations on election expenditures by or on behalf of a Candidate in an Election held under The Municipal Elections Act, 1977, as amended, and to require the disclosure by a Candidate of all election contributions to his campaign in excess of $100.00. Mark Dimpfel and Dryw Thompson were among 750 public school runners and jumpers who contested for ribbons at lhé South Dufferin Mite- Tyke-Atom-Bantam track meet. Thirteen-yearâ€"old Dimpfel continued to be plagued by the bad luck that befell him in Detroit during the indoor season by recording an identical time in the 100 metre sprint. but being placed second by the judges in the final standings. (1) All documents filed with the Clerk pursuant to this by-law are public records and may be inspected by any person upon request during the nOrmal office hours of the Clerk; (2) Any person may take extracts from the documents referred to in subsection (1) upon payment for the preparation of the copies at such rate as the Clerk may determine. (1) Every contribution received by him or on his behalf in excess of $100.00 and the names of the donors. (4) The total expenses incuned by him 0! on his behalf. 8. If a person or corporation charges a candidate, or a person acting with the knowledge and consent of the candidate; (i) the full name and address of the candidate (2) The total contributions received by him or on his behalf ‘ (3) Each expense incurred by him or on his behalf la) a rate for broadcasting time on any broadcasting undertaking that is less than the lowest rate charged by him or it for an equal amount of equivalent time on the same facilities made available to any other person in that period; 0r (b) a rate ’for an advertisement in a periodical publication published or distributed and made public, that is less than the lowest rate charged by him to another person for an equal amount of equivalent advertising space in the same issue of the periodical or in any other issue thereof published or distributed and made public in that period; or then the difference between the amount charged to the candidate or the person acting for him and the amount charged at such lowest rate shall be a contribution to the candidate for the purpose of Section 7 and an expenditure for the purpose of Section 6. 9. Anv person who contravenes the provisions of this by-Iaw is guilty of an offence, and On summary conviction is liable to a fine of not more than one thousand dollars ($1,000.00).
