Thursday, July 29, 1971 1 W iln Aurbra 4â€"York Doctors Criticize lawrence Statements Monday the OMA‘s 12,000 doctors were receiving an asso- ciation letter urging them to drop out of the Ontario Health Services Plan, an action which the OMA executive director ex- pects to inflict a $45 million wound on the government and the taxpayers. Asked if he thought 50% of York Region doctors are like- ly to quit OHSIP. Dr. Young said it was hard to say, but he thought most doctors would continue with OHSIP as they have in the past. Health Minister Lawrence ex- pects new legislaiion â€"â€"- clampâ€" ing down on doctors‘ billing procedures â€" will result in ab- out five percent of doctors dropping out of OHSIP. The executive director of the OMA predicted the letter to doctors will result in 50 to 60 pei‘cent of doctors dropping ou.. But York Region Medical Society President Peter Young. MD, of Newmarket. told “The Liberal" at press time the OMA letter asking doctors to drop out of OHSIP wasn‘t anything new. ’ "It‘s always been OMA policy to have direct billing of pat- ients," said Dr. Young. Asked if he agreed with Health Minister Lawrence’s five percent quitting rate estimate, Dr. Young said he thought the rate would probably be a little higher than that, but wouldn‘t go any higher that 15 or 20 per- cent at the outside. But Dr. Young noted there‘ has been a lot of static from‘ doctors since May when the OHSIP billing issue was raisedi by the Health Minister. and it is hard to know what the doct- ors will do. The York Region Medical So- ciety president noted that the OMA is designing a standard form for direct billing of pat- ients. and this is expected to reduce much of the extra cost and trouble the government now has when doctors bill their patients directly. Health Minister Lawrence ad- mits a $45 million increase in "administrative costs involves a lot of money and that-if this comes. it would change the sit- uation as far as the government is concerned. Sources close to Mr. Lawâ€" rence indicated he would be faced with one of two options: either increase the health-care rates for the 90 per cent of On- tario’s 7,000,000 residents cov- ered by it, or bring in legisla- tion requiring all doctors to ac- cept 90 per cent of the fee from the Government. Sexual Offenses Lead York Crime Increase Lawrence said he was still confident that only 5 per cent The number of rape cases doubled from four to eight, and the number of sexual offenses nearly doubled from 23 to 39. Some Region Doctors May Quit The crime rate in York Re- gion climbed about seven per- cent during 1he first half of this year, Police Chief Crawford told the York Regional Police Commission Monday. Total crimes reported during the first half rose from 3,145 in 1970 to 3,372» this ‘yearu ' And police are solving fewer crimes this year. The number of cases cleared in the first half of this year was 1,151. down from 1,202 last year. This year so far the number of assaults has climbed from 163 to 192. Robberies increased from 10 to 15. Break-ins rose from 660 to 746, motor vehicle thefts from 212 to 266. Thefts of over $50 rose from 505 to 586, thefts under $50 dropped from 689 to 678. The number of frauds also showed a slight decline. from a total of 203 to 195 this year during the first half. Police Chief Crawford says 'the crime rate increase here isn’t out of line with that. ex- perienced in other areas. and isn‘t as bad as that recorded in many places in North America. Stay-laters Second, by collecting direct- Iy from the patients, doctors can ensure that they, rather than the Government, set their own fees. to cast a slur on the doctors professional competence and to undermine faith in them by their patients. He conceded. however. that the ultimatum he laid down to the province's doctors in April was “a big gamble". “If everything breaks badly then costs will climb and we‘ll all be in troubleâ€. he said. In legislation being studied by the Legislature. Lawrence has told the doctors to stop “double billing" and decide on one of two options by Nov. 1: â€"A doctor, can bill the Gov- ernment directly for his servic- es but would have to accept 90 per cent of the OMA fee sched- ule: First, rather than just get 90 per cent of their fees from the Government, they can collect their entire fee from the pat- ient. The fees set by the OMA are “fair and reasonable charg- es." the letter. signed by Peter Fraser, the OMA‘s comptroller, argues. And third. direct billing of patients “represents the only means of ensuring that patients are made aware of what your services are worth so that they. in turn. hepefully will make only necessary use of these ser- v1ces", he said. of Ontario‘s doctors would drop ent the icol out. This, he said. would cost this- power $3-million extra :1 year. urge that th Lawrence‘s legislation. if pas- sed, would eliminate the pres- ent practice by some doctors of double billing whereby he col- lects 90 per cent of his fee from the Government and sub- mits a bill for the remainder to the patient. ‘ The OMA. in its July 22 let- ter, presents three main argu- ments for doctors billing their patients. rather than the Gov- ernment. â€"-Or he can bill his patient directly, charging him whatev- er he wants. The patient could then collect 90 per cent of the OMA fee from the Government. It should also be pointed out that the OMA asked the government for such an amendment of the law more than 10 years ago. but (the re- quest) was refused. However. in the area of financ- ial matters. it is unclear. Your use of the word joint would make one feel that you prob- ably intend only the govern- ment should have significant and meaningful powers in this area.
