Tuesday, January 15th, 2008 Nipigon-Red Rock Gazette Page 7 Dorion Council Notes: PHA Engineering at Meeting Paulette Lalonde Forsyth Staff Council met in the council chambers with all members present for the first council meeting of 2008. Stephan Lychowyd of PHA Engineering Ltd. was at the council table to discuss the request from MOE for a Waste Disposal Site certificate. Mr. Lychowyd, who had recently been informed of this request by the township and did not know of this previously, explained to council, from the beginning, how a mistake on the lot number of the land had started the problem. In 2005, MOE had issues regarding the present waste disposal site with regards an overflow situation. Council hired PHA Engineering to survey/review the problem and get it back up to specification. It was found at the time that the site did not have the specified land required at a waste site, and so council hired J.D. Barnes for a survey analysis and to accommodate the various standards MOE had imposed. This is when the confusion with the lot numbers surfaced (MOE had the site as Lot 2 when it should of been Lot 3). When the application for a certificate of approval was sent to MOE from PHA after all the information had been collected, they wondered why the site was being relocated, and requested another large list of requirements. To clear this situation, Mr. Lychowyd has asked for the required proof of consultation where the issue was discussed publicly with council and mentors involved (council meeting minutes), the official mapping from J.D. Barnes, and the distance of the closest dwelling to the site. He will then compile, if council so wishes, a report and a letter of explanation to MOE. Council must also have a proper sign with the township’s name, hours of operation, etc. erected, and a log book at the site to document complaints. At the time of the study, the dump site’s life span was at least 33 years before closure would be required. After Mr. Lychowyd left the meeting, council discussed the matter of cost for PHA to draft a letter to MOE. It was decided that the clerk check with PHA for a cost of the report before action be taken. In business arising from the minutes, council will request that a draft zoning bylaw amendment be put together by Don Manahan with regards to the wind energy project. A meeting to be held January 23rd to discuss the strategic plan will end with a review by intern Josh Valley in regards to his experience, and also possible intern replacement. It was also noted that Minister Gravelle will be arriving at 10:30 am. In reports of committees/boards, intern Josh Valley stated that there will be a trails meeting on January 25th in the Centennial Room, where funding for trail development in general will be discussed. It is known that there is presently a shortage of drillers and common core workers. Josh will check to see if there is an local interest in the unemployed to have the course here in Dorion. Council made a motion to renew insurance with Aon Reed Stenhouse Inc. for $26,000. The rates are basically the same as last year, however the deductible has changed from $2500 to $5000. It was noted that volunteers are covered under general liability from the township. A Quad Council meeting has a tentative date of January 16th, hosted by Nipigon council at the Community Centre at 7 pm.
