While horse racinq and siot agreements reacheci wth the Woodbine Entertainiment Group are a step un the rght direction, the long-term future of the in dustry is stili in question. >The horse racing industry was thrown into a panic last March when the Ontario Lottery and Gaming Corporation annouriced ail payments made to in- dustry through the Siots at Racetracks prograin would corne to an end on March 31 of this year. A few months after cancellilng the deal, the govern- ment engaged former cabinet mînisters Elmer Bu- chanan, John Snobelen and John Wlklnson te work with the horse racng industry to develop a vision for its future end plon the transition to a more sus- tainable business model. An interim report was released last summer; fol- lowed by a final report in Octobeu'. The recommen- dations detailed a model that the panel beleved would provide the lfoundation for a sustainable horse racîng industry in Ontario' We dont know yet what orher plans for the renewal of the indusry are in the works. But Brian Tropea, general manager of the Campbellville-based Ontar- io Harness Horse Association, said afier last week's announcements that he still i eves thus, could be the "bequnning of the end.» We hope further details about the transition plan -expected te be revealed in the cominq weeks prove otherwise. Well the answer is simple - t seems we have a malority on this council who would rather increase taxes than control spendung. While other levels of government are trying te cut spending and keep taxes Iow, this councul not only increases spending and taxes but also introduces new taxes. Last budget t was the hospital l"v and now thus year we have a new infrastructure reserve (und) tax introduced by Ccuncillor Rck Di Lorenzo. ln my opinion, the only thing this new tax wil accomplish ïs te lighten the wallets of Milton taxpayers by an additional SI100000 a year. Aise included un thîs budget is $55,880 te cover the cests ef going from a three-hour parking limit te a fîve heur lîmut, S56,000 be- ing spent te change a bylaw that 1 dont think needed changîng. 1 tlirve the ounly teason wve'îe rnakung this change s te appease a few, and 1 say again a vefy few new resideruts who have a problem obeying our existuig bylaw. Its a bylaw that has served our community well for more than 25 years, a bylaw that's in place un more than 95 per cent ef municipalutues un Ontario. Lookîng back ever the eight years 1 have served on council, I believe thus s one of the most asinine. ill-cenceived ideas 1 have seen corne befei'e council, let alone be approved by council. 1 rank it rught up there with' the idea of puttung piano staurs in the new arts centre; coincdently both ideas camne (rom the samne counicillor. ibis budget aise uincludes $650.000 te pur- chasc thrcc new buses just what we need more empty buses. It aIse ncludes an addi- tional S 76,000 te cover the cost te implement a ful Saturday bus service for a four-month period startinq in September, a service that 1 believe very few people will utilize. $76.000 will balloon te more than $20( n 2014. Finally council had an opportunity te set an example and show some leadership by cut- ting its own budget. I had made a r&commen- dation te reduce oui own council budget by $10.500. But the majority voted against that motion, ironically only minutes before this same council veted te cut thie expansion cf a summer camp pîogram directed at young kods in ordef te save $9,700. It seems thue rajority on this council had ne problem cutting a program expansion that benefits young Milton childien, but drew the lune when it came te cutting their own perks and benefits.
